The Study On The Farmers Drive Efficiency Of Fujian Provincical Agricultural Industrialization Leading Enterprises

The report of the 18th CPC National Congress has make clear deployment on promoting the industrialization of agriculture and developing modern agriculture of our country, The report emphasized the development of farmer specialized cooperative and joint-stock cooperation, cultivating new management subject, and the development of new agricultural management system with intensification, specialization, organization, and social integration.In this context, the organization of agricultural industrialization has become very important in the construction of modern agriculture.As the mainpower in promoting the transformation of traditional agriculture, the agricultural industrialization leading enterprises bear a historical responsibility to quicken the development of rural economy, to increase farmers’income and change the agricultural developing mode, and to realize the modern agriculture.As a modern management mode to promote the agriculture self-development and the self-accumulation, the agricultural industrialization leading enterprises play an importtant role in optimizing industrial structure of agriculture, increasing the farmers’income and promoting the harmonious development in rural life.Based on the modern agricultural industrial organization theory, contract theory, efficiency theory and the panel data of 87 leading enterprises in Fujian Province during 2007-2011,this study make use of the game theory analysis method, data envelopment analysis (DEA), stochastic frontier function (SFA), Malmquist index and linear regression analysis method to analysis the farmers drive efficiency of Fujian agricultural industrialization leading enterprises, then puts forward suggestions on how to promote the efficiency.This study is divided into 9 chapters. First chapter briefly expounds the background, purpose and significance of the study, the research methods and basic ideas. At the same time, sort out the domestic and foreign scholars on research related to the farmers drive efficiency of agriculture industrialization; The second chapter introduces the relevant concepts and theoretical basis and prove the necessity to make this study; The third chapter makes an overview of the operating situation of agricultural leading enterprises in Fujian province; The fourth chapter evaluate and analysis the farmers drive efficiency of Fujian provincial agricultural industrialization leading enterprises with data envelopment analysis (DEA) based on the panel data of 87 agricultural leading enterprises of Fujian Province during the period of 2007-2011; The fifth chapter analysis the internal and external factors which may affect farmers drive efficiency with the stochastic frontier function (SFA);Chapter sixth applies the Malmquist index and multiple linear regression method in analyzing the changes in efficiency during 2007-2011 in Fujian provincial agricultural industrialization leading enterprises and the key factor affecting the production frontier extension; The seventh chapter analysis the quantitative relation between this year farmers driven efficiency change and last year driven efficiency with linear regression method; The eighth chapter summarizes the main conclusions of this study, and make suggestions to promote the farmers drive efficiency; The last chapter summarizes the deficiency, put forward the prospects for the future study. This study concluded that:(1)Based on the analysis of the government, enterprises, farmers’ behavior motive, the paper construct an equilibrium model of the 3 party, then finds out that the relationship between leading enterprise and the farmers mainly depends on the regulations of market price and the contract price difference, their cost of default and government support for the project of leading enterprises, regulatory scrutiny, regardless of market price, the stability of the relationship between leading enterprise and the farmers.(2)By analyzing the farmers drive efficiency of Fujian provincial agricultural industrialization leading enterprises with data envelopment analysis (DEA),This study obtains the conclusion that the farmers drive efficiency is still low in Fujian province. Using data envelopment analysis (DEA) to measure the farmers drive efficiency in three different perspective, namely the drive efficiency to increase the farmers’income, the drive efficiency to improve the employment, and the drive efficiency to achieve the comprehensive goal, the results are 0.769、0.487、0.778.The unreasonable resource allocation is the primary cause which bring about the significant gap between the results and the optimal value of 1.(3)Using the stochastic frontier function (SFA) of internal and external factors influencing enterprise drive key search efficiency, empirical results show that:the number of employees and the enterprise fixed asset investment to drive efficiency have significant negative effects, and the flow of capital input to drive efficiency have significant positive effect;Within 6 External factors (numeric index), salaries, the net profit rate, the proportion of taxes, scientific and Technological Development and financial support significantly influence the efficiency of the drive, and while the output is not significant. In addition, salaries, rate of net profit and tax proportion had negative influence on the efficiency, technology development and financial support will promote agricultural enterprise drive efficiency; within the 5 external factors(quality index), the area, the main camp project type, histological type, economic type, are in the presence of significant difference, while the profit mechanism between enterprises and farmers is insignificant.(4)During the period of 2007-2011, Fujian agricultural industrialization leading enterprises’ farmers driven efficiency fluctuated upward, the average annual growth is 1.1%. The power source lies in the lifting of farmers drive efficiency, most of which comes from the optimization in the enterprise input-output factor proportions; wages, output, net profit rate, proportion of taxes, investment in scientific research and development play a positive role in the production frontier extension, The found is that leading enterprises should become more big and powerful, try to optimize the cost structure and invest more in scientific research and development as to promote the production frontier extension.(5)By analyzing the quantitative relation between this year farmers driven efficiency change and last year driven efficiency, the study finds that the annual index has obvious function relation, and the mutual relations is negative; When this year’s drive efficiency is high, the extent of changes in technical efficiency and pure technical efficiency of the next year is smaller; from the angle of scale stage, this chapter finds that, while in the constant returns scale stage,this year’s farmers drive efficiency do not affect the change degree of the next year. But in a non constant returns scale stage, this year’s farmers drive efficiency do affect the change degree of the next year, and the sample’s reaction in decreasing returns scale will be higher than the one in increasing return scale.
