With the rapid development of industrialization and urbanization, the segmented urban and rural social old-age insurance system is not only adapted with the "era of urban and rural", but also contrasted from the "fair, overall, sharing" social goals. The system development is immersed in the condition of "intertwined with problems and contradictions" urban and rural social old-age insurance system is coordinated development immediately. Based on this, this paper starting from the development circumstances of urban and rural social old-age insurance system, referring to the foreign experience combined with the local practice, studying further on China’s urban and rural social old-age insurance system pattern and implementation path.The main part of this paper consists of seven chapters. The first chapter mainly introduces the background, reason and significance of the study, collect and review the existing research about this topic at home and abroad, draw the outline of this research ideas, framework, main research methods used, the possible innovation and shortage, and put forward the basic viewpoint of this paper:urban and rural social old-age insurance system is imperative, but the system design and the overall process can not be blindly divorced from the specific environment, the implementation path is localized reasonable and orderly will accelerate the realization of system goals. In the second chapter, the core concepts of urban and rural social old-age insurance system are definited, and the system theory, public goods theory, the fairness-efficiency theory and social space-time theory explains the urban and rural social old-age insurance needing overall perspective, develop vision and system thinking, the co-ordinate system model is designed by the government, achieve the space and time distribution system reasonable and orderly, in order to speed up the process of urbanization.The third chapter and the fourth chapter is the empirical study, from the angle of institutional changes, vertical and cross comparing the development history and the running status of the segmented urban and rural social old-age insurance system, and interpreting the spatial and temporal characteristics, policy evolution under different stages and construction path, revealing the historical reasons of the non-balanced development of the urban and rural social old age insurance system, to further clarify the internal disorder of urban and rural social old age insurance system of overall development and external constraints, do research on the the temporal circumstances of system development and find the problems that hindered the overall objective, system overall scheme design and the advancing steps can be more reasonable and feasible. Of course, the process of institutional and policy practice of the social old age insurance integration development of western developed country has important enlightenment and reference significance experience for our country, therefore, in the fifth chapter, the article is comparing with the Japan and the European Union which have similar macroeconomic conditions in the development with China’s old-age insurance, from Japan’s "universal pension system" timing set and the EU pension regional integration spatial integration to enlighten our country: in promoting the coordinated development of urban and rural social old age insurance system in the process, must give full consideration to the factors hindering system inside and outside the condition, take the steps of the distribution and integration strategy to promote regional coordination, system model and space-time of urban and rural social old-age insurance.The sixth chapter and the seventh chapter are the key parts of this paper and a general response to the problem. The sixth chapter mainly demonstrate the necessity of promoting the urban and rural social old-age insurance from the economic, social, political, and thinking that our country has already entered into the urban and rural era, the strategic target, system planning and development strategy are designed by reasonable macro overall point, and discussing how from the time, space and system steps to integrate design system of the urban and rural social old-age insurance system from the principles of dominant logic, target partition localization, reform top-level design and focus on the aspects of scheme.In the seventh chapter, further refinement of the implementation path of urban and rural social old-age insurance, and from the macro, meso and micro level setting reasonable overall timing and orderly layout. First, promoting the system overall by the dynamic incremental and step by step development strategy. Should not only follow the general rules of developed countries to promote the integration of urban and rural social old-age insurance system, but also with the segmented household registration system, land property rights system, financial system and other related economic and social reform, compatible with coordination and mutual support, but also need to set up five years for a cycle, by three steps to implementation gradually, from easy to difficult, from point to area, step by step to promote urban and rural social old-age insurance system, step by step to complete the social old-age insurance system from the "urban and rural division-urban and rural integration-transition linking the urban and rural-urban and rural integration and urban and rural whole areas".Second, to promote the implementation strategy of district co-ordinating, progressive in promoting space system planning. Uneven development of basic enormous gap between the provinces of China’s industrialization process, determines the process of balancing the system could not achieve throughout the equate and synchronization, need to partition, hierarchical, segmented in advance, and according to our national system and the current urban and rural old-age insurance system is to realize the overall level at the provincial level in reality, the space node system as a whole should be positioned to benefit urban space efficiency in administrative levels. On this basis, according to the 8 indicators of economic, social and population by cluster analysis, the 31 provinces of our country divided into three insurance area, to realize the coordinated development of urban and rural social old-age insurance system of units at the provincial level, and gradually promote the "overall regional homogeneity" stronger, finally reached the national overall.
