Oil and natural gas are the most important strategy energy sources and are widespread concerned by the world. The scarcity of oil and gas resources, the imbalance of oil and gas resources, the growth of consumption, the non-equilibrium of geographic distribution and demand-supply regional distribution exacerbates the completition for the oil and natural. Central Asia is rich in oil and gas resources with a good development prospects. It becames the focus of world comptetition. Under the pressure from the facts that per capita resources are less, the higher demand of oil and gas resources, the higher dependence of foreign oil and gas, in order to achieve win-win cooperation, China must actively carry out a wide range of "international cooperation", "Co-ordinate domestic and international situations", "implementation of energy’ going out’ and ’bringing in’ strategies". Karamay is in the critical period of "urban transformation" and creating "the world’s oil city" strategic objectives. Karamay and Central Asia region has a distinct advantage. Exploiting the markets of Central Asia and cooperating with Central Asian oil companies are the long-term strategic goal of Karamay oil companies. Based on these backgrounds, the strategy of competiton and cooperation between oil companies from Karamay and Central Asia is systematically studied.Firstly, this paper presents the necessarity, purpose and significance of the research based on the background of international, national and Karamay.In order to do some good legal preparations for the research, the paper combs and summarizes the theory of cooperation and competition and the relevant research literatures.Secondly, the industry value chain, the main business, industrial scale, technical level, geographical conditions of Karamay oil companies are analyzed. The supply-demand market of oil and gas, the industy conditions of oil and gas, relevant market information, the international cooperation in oil are analyzed. This paper makes it clear that the internal conditions and the international environment of the cooperation between Karamay and Central Asian.Thirdly, the paper analyzes the current situation of co-opetition between the oil companies from Karamay and Central Asian and its existing problems. It systematically analyzes the influencing factors of co-opetition between the oil companies from Karamay and Central Asia by ISM and DEATEL. The level and structure of the factors is discussed and the impact is also measured.The artical makes it clear that the internal logical relationship and the degree of impact among the factors. The opportunities, threats, advantages and shortcoming of Karamay through SWOT model and it concluds the inevitability and possibility of the co-opetition between oil enterprises of Karamay and Central Asia.Fourthly, the paper analyzes the competitiveness of Karamay based on two levels—— directly to the Central Asian and indirectly to China. It builds "the double diamond model", which consists of nine elements, according to real situation of Karamay’s oil companies. It analyzes the ability advantages of the oil enterprises of Karamay in competing and cooperating with Central Asia from both inside and outside.Fifthly, according to the strategic conception and targets, the paper studies the models of the co-opetition strategy and the models of the co-opetition strategy between oil companies of Karamay and Central Asia are proposed. These models are the models based on different periods, that is the choice of the co-opetition strategy models based on the earlier, middle and stage; based on the different strength, that is the choice of the co-opetition strategy models based on the upstream and downstream, the horizontal competitors, the lobbying the government and the superiors; based on different elements, that is the choice of the co-opetition strategy models based on petroleum technology, petroleum investment projects, personnel training, financing and information.Finally, the paper analyzes the implementation of the co-opetition strategies between the oil companies of Karamay and the Central Asia. It points out the specific ways and the main tasks of the different types Karamay’s oil companies entering the markets of Central Asia. It also proposes the functions and role of government Karamay in process of the co-opetition between the oil companies of Karamay and the Central Asia and some relevant suggestions are given.
