Research On The Mode Of Poverty Alleviation Of Ning Village In The Spotlight

The paper focuses on the historical process of Ning Village transformed into a typical poverty village concerned by many governmental officials from an ordinary poor village in the alpine areas of Yunnan province, which based on the history of poverty alleviation for nearly two decades in Ning Village, Yunnan province. The paper points out that many governmental officials carry out the work for poverty alleviation project and set Ning Village as a political model for building up a better village, and put the development of Ning Village in the spotlight after the village was visited accidently by national leaders. Three problems are mainly discussed in the paper. The first one is the logic of systematic operation behind Ning Village set as a political village model. The second one is the actual effect achieved the poverty alleviation project after Ning Village becomes a political model for villages. The last one is the villagers made up by four minorities how to make a behavioral choice in response to multiple types of poverty alleviation project carried out by local government.Due to those national leaders’ inspection of Ning Village, the lower officials try to figure out the intention of superiors. They set Ning Village as a political model village and try to change the the village’s poverty rapidly. However, lower officials have no effort to improve the village’s poverty and villagers’ living conditions, for Ning Village located in alpine areas lacking of natural resources to support the development of economy. The strategy of poverty alleviation adopted is the redistribution of public resources in the purpose of improving the village’s poverty and villagers’living situation. The local officials adopt the means for poverty alleviation including relief, developing, decentralized housing reform and centralized housing reform, which all have been redistributed public resources. The behavioral choice made on these types of poverty alleviation project by villagers of four minorities is both rational calculation principle reflected and ethical principle of survival reflected. The paper insists that the ethical principle of survival plays a dominant role in villagers’ behavioral choice in the face of government policy.The paper draws the conclusion that the changes and development of Ning Village is based on the redistribution of public resources, rather than the internal developing ability of villagers. In addition, Ning Village obtains lots of public resources by the status of village’s political model, so the transmission process of this kind of resource possesses occasionality, uncertainty and non sustainability, and the development under the spotlight is not sustainable as well. The status of political model village also makes local governmental officials pool of resources to build a characteristic project in Ning Village, which does no benefit to poor families in the village. At last, it is suggested that governmental officials should guarantee the right to live for poor families instead of implementing of poverty alleviation for the only purpose of making economic development as central task in alpine areas.
