A Case Study Of Asset-Income Oriented Poverty Alleviation In Jinzipu Village, Zizhong County

With the development of the world economy,poverty has increasingly become one of the most concerned issues in the world.All countries,especially developing countries,are committed to solving the problem of poverty and doing their utmost to achieve poverty alleviation.As one of the developing countries,After more than seven years of targeted poverty alleviation,especially over four years of poverty alleviation,China has reduced the number of rural poor by the current standard by over 90 million.Although our country has achieved most of anti-poverty task,however,poverty alleviation work still faces enormous challenges,the reason is that our country poverty population in the workforce,disease,and by the residual poverty population accounts for a large proportion,this part of the poor have no hematopoietic function,unable to realize independent out of poverty,out more still depends on government policy.Therefore,how to make this part of the poor people can be effectively out of poverty,is the key task of poverty alleviation work.On November 29,2015,the CPC Central Committee and the State Council promulgated the Decision of the CPC Central Committee and the State Council on Winning the Battle against Poverty,which has become a guiding document for China’s current poverty alleviation efforts.According to the spirit of the document,measures must be taken to implement targeted poverty alleviation and promote the rapid completion of targeted poverty alleviation.One of its most important measures is the exploration of poverty alleviation through asset income.The assets formed by special funds for poverty alleviation and other fund projects may,under certain conditions,be distributed to the poor,especially the poor who are incapacitated or have weak energy,in the form of stock discounts and quantified.The assets may be managed by village collective companies or other new-type operating entities.In addition,for the subject of operating assets,it is necessary to clarify its responsibilities and obligations,strengthen supervision and management of them,improve the relevant systems of income distribution,and ensure that the people who own shares can get their due benefits.Cooperatives or related organizations are encouraged to increase the income of poor households in a variety of ways,such as in the form of livestock care.Firstly,this paper compares the research and achievements of asset income poverty alleviation at home and abroad,and expounds the key research contents and related theories.Through the proposal of typical cases of poverty alleviation by asset-income type industry in Jinzipu Village,Zizhong County,the poverty alleviation by asset-income type industry is analyzed in detail,and its effects,causes and gained experience are analyzed respectively from the aspects of villagers’ will,company driving and performance appraisal.The research and analysis show that the poverty alleviation of asset-income industry is an important way to solve the poverty alleviation of the disabled poor households and the weak poor households,which can not only make effective use of land,expand the income source of the poor households;It also increases employment for poor households;In addition,technological innovation will drive the development of related industries.Through the proposal of typical cases of poverty alleviation by asset income industry in Jinzipu Village,Zizhong County,the difficulties of poverty alleviation by asset income industry are found,and further studies are carried out in terms of asset type,income model and income distribution,so as to obtain the research value.
