Since the founding, especially reforming and opening up for more than thirty years, China’s industrialization gained remarkable achievements which provide strong support for upgrading national competitiveness. But it must be noted that the development of industry paid a tremendous resource and environmental costs, and facing increasingly strict resources and environmental constraints for the further development. It is imperative to transform and upgrade extensive growth pattern relying on factor inputs which is not sustainable. In the context of global warming and energy crisis, low-carbon economy and green growth has become the consensus of the international community. Low-carbon economy is the inevitable choice for sustainable development because it can sustain economic development facing resource, environment and climate change challenges. As principal part of national economy and mainstay of China’s social and economic development, Industry is the main field to achieve transformation into low-carbon economy. In order to promote low-carbon development of industry, the Chinese government has adopted a series of effective measures for energy saving and carbon emission reduction, and achieved positive results. But with respect to the task of industrialization and the general requirements of ecological civilization construction proposed by the report of 18th National Congress of the Communist Party of China, industrial low-carbon development is still a long haul ahead.For economic transition of China’s industry from extensive growth mode to the low carbon development, it is to increase the contribution of TFP to industria growth, reduce carbon dioxide emissions from industrial activities, and achieve green intensive development in industry. Accordingly, taking carbon emission as constraint conditions, this paper study industrial economic performance focuses on two aspects:First, from the perspective of carbon emissions, this paper develop Malmquist Total Factor Performance Index on carbon dioxide emissions to study the changes of carbon emissions levels in the case of input and output levels unchanged. Second, this paper construct Metafrontier-Malmquist-Luenberger productivity index by using the directional distance function to research the technology gap between regions and potential carbon emissions. The research on industrial economic performance based on total factor analysis framework will provide a theoretical basis for making energy-saving and emission reduction policies and exploring the industrial transition path to low-carbon economy. The main contents of this paper are as follows:First of all, in view of the differences in the statistical criteria between statistical data, this paper construct 1995-2010 provincial industry panel data as accurately as possible by adjusting the statistical criteria to whole industry, which provide conditions of research for this article. Subsequently, analyzing on situation of industrial carbon emissions and development of industry, industrial economic performance indicators, this paper found that energy consumption and carbon emissions growth slows down apparently and the extensive development of industry has been arrested, economic performance indicators such as labor productivity, capital productivity, energy intensity and carbon intensity improved significantly during the study period,30 provinces belong to three different phases of low carbon transformation by analyzing the relationship between industrial gross domestic product per capita and industrial carbon emissions per capita, this paper also found that technological progress is a major factor reducing industrial carbon emissions and technical efficiency generally showed setbacks, failed to slowdown the growth of industrial carbon dioxide emissions through analysis of the factors affecting industrial carbon emissions by production-theoretical decomposition analysis method.Secondly, this paper study China’s industrial economic performance by constructing Malmquist index of carbon dioxide emission performance from the perspective of undesirable output. The results show that the industrial carbon emission performance improved during the study period which was driven mainly by technological progress, and the eastern region achieved the biggest improvements, followed by the central region, improvement in the western region was the lowest. Studying on influence factors on industrial carbon emissions performance by panel data model, this paper also found that level of industrial development and industrial scale structure have a significant positive impact on the improvement of industrial carbon emissions performance, but endowment structure and energy intensity has a significant negative impact on it, environmental regulation impact on it insignificantly, there exist regional differences in the degree and direction of influence that each variable impact on industrial carbon emissions performance of three regions from the east, central and western regions of view.Thirdly, this paper study on technology gap between regions and potential carbon emission changes and their sources though constructing an environment TFP index with carbon emission constraints under concept of metafrontier and group frontiers. The results of the study show that extensive development pattern of industry which rely on factor inputs and driven by investment does not change, low carbon transition shoulder heavy responsibilities. Huge difference in environmental total factor productivity growth and its contribution to output growth between regions and provinces indicate that industries in different regions are being at different low carbon transition stages, analysis on technology gap shows that technology gap between actual production technology and potential production technology has narrowed which appears in pure technological catch-up effect, technology gap between metafrontier and group frontiers reduced due to technology progress presenting by metafrontier less than it presenting by group frontiers. Study on potential carbon emission show that potential carbon emission reduction amount of the whole country and three regions increase yearly and average annual growth rate of potential carbon emission reduction amount is higher than the rate of actual carbon emission, potential carbon emission reduction amount in the east area is mainly affected by management non-efficiency, but potential carbon emission reduction amount in the central and the west area are leading to technology gap and the percentage of potential carbon emission reduction amount caused by technology gap in the total amount is steadily declining because industrial production technical disparities between regions are gradually narrowing.Finally, this paper suggests that, although China’s industrial economic performance with carbon emissions constraints has improved during the study period, but there is still much margin for improvement. Therefore, in order to speed up the pace of industrial transformation of low carbon, it needs to strengthen technical innovation, promote structure adjustment and upgrading of industry, implement emission reduction policies of regional diversity and adopt market-oriented measures.
