Research On Effective Approach And Mode Of Integration Of Mineral Resources In Inner Mongolia

As one of the richest resources province in the country, the resources integration work in Inner Mongolia is in the front ranks of the nation, but also be a series of polar-useful consolidation mode.In this paper, taking the integration of Mineral resources in Inner Mongolia as an example, the two-wheel mineral resource consolidation in Inner Mongolia are summarized and reviewed, combining with domestic and international relevant research results. Simultaneously, by means of SWOT, through the analysis of the four resources integration models in Inner Mongolia will be proposed, namely growth-oriented strategy (S-O)、transition strategy (W-O)、Challenge strategy(S-T)、centralized defense strategy (W-T).And take the models which were formed in the consolidation of resources, included "Erdos mode", "Chifeng mode", "main consolidation mode" and the recent assembled "Outfit of exploration" for example, analysis the four Integration models taken and explore the applicability of Integration approach. The research suggests that development of integrated the resource similar rare earth, coal resources which is huge reserves and have lots of obvious advantages should be in virtue of the opportunity on the national industrial structure adjustment, based on the large-scale mining and intensive utilization, ensure resources growth sustainable, promote the diversified development of product structure; The consolidation measures in the area similar to Chifeng, which have a rich Mineral resources, such as non-ferrous metals, precious metals and others metals resources should be focused on the resources endowment conditions and ore characteristics, introducing new technology and new technology actively, reverse the region’s mining of the mineral smelting fundamentally, achieve effective conservation and comprehensive utilization of resources, build a complete metal industrial chain; The consolidation measures in the area similar to Ulanqab, which have a non-metallic mining clusters should be based on respecting for history and reality, establish an integrated subject In accordance with the integrate way as far as possible, realize collectivization operation and technology upgrading gradually through "centralized management, scattered mining"; In order to ensure the self-sufficiency of mineral resources in China, dare to break constraints of irrationality of the existing mining right set to the geological prospecting work, carry out "Outfit of exploration",get some breakthrough in the geological prospecting.To ensure the effective integration, this article put forward the following countermeasures:expand the thinking and working methods of resources integration actively, plan the goals and tasks of integration scientifically, associated the integrate with the national macro policy closely, from the perspective of sustainable development based on regional economic coordinated development of long-term planning; aware of the diversification of consolidation means and the scientization of approach, set scientific target of integration according to species of mineral products integrated, reserves scale, market requirement and so on; Improve and perfect the system of strict constraints, strengthen market guide, regulate the behavior of the government, cognitive geological metallogenic regularities and the differences between mineral exploration right with mining right scientifically, optimize the setting of mining right, prevent human-made interference and policy.
