Since 2000, mineral resource industry has constituted an important part of China’s economic development. At the same time, mining disorder, irrational, frequent accidents and other problems seriously affect the mining economy. In order to solve outstanding problems in development of mineral resources, from 2005 to 2010, the State Council promulgated a series of policies to carry out a large-scale development of mineral resources integrated action. Significantly reduce the number of mining rights, business size and layout undergone significant changes, and achieved remarkable results. In practice the process, there have been some questioning voice. How can control the reasonable limits of integration, balanced government, business, the public interest, has become the focus of controversy, for the mining industry to achieve sustainable economic development is of great significance.Research on the management of mineral resources in China are more concentrated in mineral polity management, systems research for the mining industry is seriously lagging behind and lack of government regulation. At present, the rapid development of China’s market-oriented process,Transformation of economic development mode transformation tasks and functions of the government is urgency, the importance of the emerging government regulation aspect of the study. Therefore, development of mineral resources integrated regulatory research in this article, has a forward-looking and innovative. This article will integrate our policies into four levels, the first level is the informal system. In many areas of the business and the production still follow the traditional rules of behavior and that the integration of the informal system of mineral resources have a significant impact. The second level is the basic institutional system. Mainly refers to the country’s mineral development management laws and regulations and for the integration of the introduction of three important regulatory documents, determine the integration of objectives, methods and safeguards. The third level of governance mechanisms. Mainly based on the mining situation, the Union City land and resources department organized the preparation of the integration implementation. It explained the situation of mineral resources integration policy formation and execution. By analyzing the Bayan Obo Mining District, Baoshan coal, Hing and graphite mine consolidation cases, attempts to provide a more effective solution ideas for future integration.By studying we have draw four conclusions: First, it can not go beyond the integration of "reasonable boundaries". Second, the government should change its role from "management government" to "service-oriented government". Third, the business is the integration of body, to enhance intrinsic motivation to participate in integration. Fourth, the development of mineral resources to integrate demand will exist for a long time.
