The Research For Structuring Security Management System Of China Sports Lottery Industry

China sports lottery has made remarkable achievements since it was issued in 1994. With the expansion of market and the increase of the variety, the safety management problems of China sports lottery industry are becoming more and more serious. Since problems of safety management of sports lottery will have a negative impact on social credibility and sports industry, it is essentioal and necessary to build a security management system, establish the evaluation method of security management status, and thus provide the basis for the the setting of regulatory policy and the sustainable development of China’s sports lottery.Based on literature analysis and investigation on the experience of other countries for reference, integrating lottery management theory, safety management theory, system theory and method, this dissertation starts from the product characteristics analysis of sports lottery, and puts forward the concept of sports lottery security of our country. From the point of view of safety management, it constructs the security management system of China sports lottery, sets up the procedure and method of evaluation on security management level of China sports lottery. In order to verify the outcome of the operation, the dissertation gives a quantitative evaluation on sports lottery security management level in some provinces. It puts forward the policy recommendations on implementing of China sports lottery security management system and improving the level of security management. These are to provide decision-making support for the institutions that are responsible for China sports lottery issuance and sales.The innovation of this dissertation is mainly manifested in the following aspects:(1) for the first time it defines Chinese sports lottery as a relatively independent formats of industry, which is based on application of lottery management, industrial economics theory and method, and provides a theoretical basis for the implementation of security management of sports lottery in China;(2)for the first time it constructs a security management system of China sports lottery, using the theory and method of constructing system, and analizes the function, structure and characteristics of the security management system;(3) it designs a new set of evaluation procedure about China sports lottery security management and creats a evaluation procedur, which are very useful motheds to scientifically and reasonably determine the level of security management in China and formulate corresponding measures to improve the security management level;(4) it gives the first try to measure the current national or regional sports lottery security management level, with the application of China’s sports lottery security management system theory and security management of China sports lottery evaluation method. To solve the problems which are found in the study, the paper puts forward some policy suggestions to establish China’s sports lottery issuance and sales operations security management system as soon as possible.
