Study On Security Management Model Of Mongolian Emulsion Explosive Production Enterprises

With the development of Mongolian economic, mining industry develops rapidly.Although the government controls this high-risk industry strictly, security incidents still occur. Frequent accidents not only bring huge loss to the enterprises, but also bring big threat to life safety of the staff, and what’s more serious is that it damage the environment and public safety. To achieve safe production and implementing sustainable development strategy have become the focus of the industry and the main business philosophy. If the enterprises want to prevent this kind of accidents, the most important thing is to establish a new security management model. In this paper, we are committed to build a new model that is suitable to the development of Mongolian emulsion explosive enterprises.Firstly, we systematically analyze the security management model of emulsion explosive enterprises. Emulsion explosive manufacturing industry has a great particularity compared with other industries. Accidents are easily happen in the production,transportation, storage and use of emulsion explosive. If the security is not in the place, it is easy to lead to big mistakes. Currently, the government have already implemented the regulation to the emulsion explosive production, proposed specific requirements for its safety, there are still many deficiencies.Secondly, we build a new security management model of Mongolian emulsion explosive enterprises. The enterprises should implement systematic and improved continuously HSE security management system, form healthy and integrated management philosophy, and build a new security management model combined security culture and HSE, which fully embodies the thought of people oriented and full participation. Security culture provides guarantee to the implementation of HSE.Thirdly, through the analysis of DAVAAMANDAL, we know the company’s existing security management philosophy, rules, regulations and safety management model operation, find existing problems, introduce the new model to the company, develop a corresponding implementation plan and then analyze the expected results.Finally, we propose the safeguards of implementation of Mongolian emulsionexplosive enterprises, and recommend that the enterprises should cultivate security culture,improve crew security management awareness, improve the security management regulations and increase the investment in security management, which will fully guarantee the implement of new security management...
