Public ownership economic is not only the fundamental economic characteristics of socialism, but also the foundation of socialist economic, and it is even the important institutional guarantees to achieve people’s fundamental interests and common prosperity. Only realized and maintained the dominant position of public ownership economic, socialist road can be adhered to, the socialism system with Chinese characteristics can be consolidated and developed. As the important carrier and foundation lifeline of the public ownership economic, whether its labor relations is harmonious, plays an important role and influence to establishment of China’s characteristics socialism.In November 29, 2012, Comrade Xi Jinping, General Secretary of the Communist Party of China, presented to realize the Chinese dream of great Chinese nation rejuvenation when attending the exhibition of Road to Rejuvenation. He systematically elaborate this thought in the speech at the first session of the 12 th National People’s Congress, and made a further expounding at the speech of the visiting of Russia and countries in Africa, attending of Boao Forum for Asia. To realize the Chinese dream of national prosperity, rejuvenation and people’s well-being is a large and complex systems engineering, and building harmonious labor relations with Chinese characteristics is one of the very important content. In November 2012, the eighteenth National Congress of the Communist Party of China report emphasized that promoting collective bargaining on wages in enterprises, improving the system of labor standards and the mechanism for harmonizing labor relations, strengthening supervision of labor protection and labor dispute mediation and arbitration, which clarifies the concrete content of constructing the harmonious labor relations of the state-owned enterprises. In November 2013, the Third Plenary Session of the Eighteen made decision on major issues concerning comprehensively deepening reforms, clearly present the principles and guiding thought, aim and task, policy actions, this is an important basis and the macro background for the coordination of labor relations of state-owned enterprises. In October 2015, the Fifth Plenary Session of the Eighteen made a development concept of innovation, coordination, green, open, sharing, as a guiding principle, sticking to human-orientation, establishing legally, co-construction and sharing, reform and innovation, promoting enterprise development, safeguarding workers’ rights, sticking to balance reform, development and stability, promoting the construction and development of harmonious labor relations with Chinese characteristics, promote China’s economy sustainable, stable and healthy development. Contributing for realizing the goal of "two one hundred years" and realize the Chinese dream of the great rejuvenation of the Chinese nation. The important expounding began at the eighteenth National Congress of the Communist Party of China, Third, Fourth and Fifth Plenary Session of the Eighteen is a guiding ideology to establish harmonious labor relations with Chinese characteristics, and it is also the policy basis to establish harmonious labor in state-owned enterprises, having the important theoretical guidance meaning.The research of state-owned enterprises labor relations is a complicated system engineering, it does not only need to deeply analyse the profitability of the enterprise, income distribution, income distribution pattern, external economic behavior guiding and so on which determine the micro-factors of labor relations of state owned enterprises, but also need to systematically sorting out macroscopical social political and economic background of conditions of labors supply, labor law regulation, social welfare safeguard, labor relations role cognition and some others which affect the development of labor relations in state owned enterprises. Therefore, under the background of the macroscopic system of the top design of the party’s Eighteenth National Congress of the CPC, regarding institutional arrangement of Eighteenth, the Third, Fourth and Fifth Plenary Session of the Eighteenth as a significant basis to establish harmonious labor relations in state-owned enterprises, only then operating efficiency and implementation effect can be stable and permanent.In conclusion, first, comparative study of Marx’s Labor-Capital Relations theory, the Western practice of labor relations theory and China labor relations practice, drawing on the achievements and experience of the related theory for thinking and reference of the research of this thesis. Second, deducing and concluding historical development of labor relations of state- owned enterprises in China, studying its periodical and regular characteristic for venation and direction of the research of this thesis. Meanwhile, deeply analyzing the existing problem of labor relationship in the state-owned enterprises, deeply analyzing the unbalanced reason of labor relations in state-owned enterprises to provide the research basis. Third, combining characteristic of labor relations, systematic sort out and summarize the advantage to establish harmonious labor relations of state-owned enterprises in the respect of related social system, policies and regulations, typical case etc, for providing institutional analysis framework, policy legal basis and concrete realization path of this thesis. At last, detailed elaborating the necessary measures and means required to establish harmonious labor relations of state-owned enterprises in China and countermeasures and suggestions to guarantee the harmonious labor relations by studying the opinion of government policy guidance since party’s Eighteenth, Third, Fourth and Fifth of party’s Eighteenth for establishing harmonious labor relations and regularly studying and case actually proving.
