As the most popular form in the social agencies and organizations in the modern world,the management and operation of the enterprises was gaven more and more attention in the domestic and international academics.In our country, because of the dominant status,management problems of the state-owned enterprises were particularly concerned by the academic world attention.Generally speaking,it was no doubt for the enterprise operator to pursue maximizative profits, or the first goal and foundation of business groups would be lost.But at the same time, the modern enterprise also must satisfy the interests of all, including not only internal demand of enterprise, but also the community of the society.It was especially particularly for our state-owned enterprises.In fact, there were not in contradiction between the two actually complement,and they were complementary to and dependent on each other.This article takes harmonious supervision theory as a visual angle, do search by making use of theory links actual, specification analysis combine together with substantial evidence analysis, and macroanalysis combine together with microanalysis, use state-owned enterprise interior harmonious supervision as subject, points out the importance of the state-owners enterprise harmonious supervision, Analyzing the dissonance performance of the state-owned enterprise, such as bureaucrat is strong, supervision system is disfunctional, supervision level is overage, and talented person's incentive mechanism is out of the fair,and etc. Based on this analysis,the paper analysised the reason of the discordant management from the outside and inside.At last,this article had gaven the solution including the reinforce of internal and external supervision,instauration of the profit-balanced mechanism and the shaping of enterprise culture.At the same time,taking Suzhou Power Company as an example,this paper had made more explorations into the current situation of the internal harmoniousness,present difficulties and the related solution of creating developing harmonious environment.
