The Study Of The Model Of Farmers’ Information Service Upon The Urbanization Process

Since the 21 stcentury, the member structure and production pattern in rural China had already changed with the continuous development of rural economic and the improvement of peasants’ living standard. And in this period, rural productivity strengthened rapidly, rural economic transformed steadily, rural migrant workers increased and the scope of rural-urban continuum extend continuously, rural community mushroomed up shot, and lots of peasants were on their way of urbanization development.While urbanization not only measns widened roads, equipped facilities and tall buildings but also “Human Urbanization” stated by our government. In the era of information, the unobstructed information is the necessary guarantee and the key of implementation in the process of promoting “Human Urbanization” and in docking between “the Development of Human ” and “the development of the hardware” in the process of realizing urbanization as Herbert Simon, the winner of Nobel Prize in economics said “Information-lost will result in the irrational behavior of peasants.” Through the survey on Jilin Province, the author finds that the information level of peasants here is less optimistic, the questions are firstly, peasants in Jilin Province are not equiped with quality information ability; secondly, the information system is incomplete. In the environment of urbanization’s rapid development, taking Jilin area as the study sample, using research means such as documentary, questionnaire,interviewing, and system analysis methods, taking the information service experience for peasants in advanced countries such as America and Japan, guided by the theory of System and Communication, the study builds the information service mode suited for peasants’ development in Jilin Province to cultuvate peasants’ quality and optimize the information service system for peasants in Jilin Province.The informationalized service mode for peasants in Jilin Province in this study is defined as it is the sum strategies and methods that aimed at improving peasants’ information qualities and push living and production information by using informational as the major method which based on the basic condition of Jilin Province and took peasants as the main service and education objects. So this mode is a comprehensive one that combine service and education. And it includes two points: first, the skills that help peasants grasp informatization tools; second, it provides knowledge required in daily life and production by informational ways. The utilization of informatization tools is the base, and living and production information push is the main part. Both of them are simultaneous and promote mutually.This mode includes four sub-mode, they are Funding Mood, Service Organization Mood,Resource Allocation Mood, and Information Dissemination Mode. Including them, Finding and Service Organization Mode are the supporting conditions upon peasants’ informationalized service, and Resource Allocation and Information Dissemination Mode are the core of the subject. In each specific implementation process of the mode, this study realized the construction of peasants’ information service platform and the microlecture construction for realizaing peasants’ information service in terms of resource construction.Besides, this study proposes other specific implementation paths, such as establish peasants’ learning community, develop WeChat public service platform, and organize cultural and recreational activities. Taking Guangning Village and Jiahe Community in Changchun, Jilin Province as samples, this study gives feedback and modifications to this mode.
