Study On Innovation Effect Of Government Input And Environmental Regulation

The article mainly research on the innovation effect of environmental regulation and government input, and determine whether it is influenced on innovation effect of environmental regulation by government input. Using the evolutionary game theory, the article constructs the game model of government and enterprises, analyzes the choice about the intensity of environmental regulation and support of research and development from government, and judge whether enterprise will take innovation strategy. Then, we use the numerical simulation method to simulate the evolution of the initial point to the equilibrium path. At the last, we respectively analyze the influence on innovation effect of environmental regulation by government input from the quantity and quality. In the quantity analysis, we focus on the analysis of innovation behavior of environmental regulation by government input, In the quality analysis, we focus on the analysis of innovation efficiency of environmental regulation by government input. The main contents include the following three aspects:First, we research on the innovation effect of environmental regulation and government input by using the evolutionary game theory. The article constructs the game model of government and enterprises, analyzes the evolution process of the government and enterprises, simulates the evolution of the initial point to the equilibrium trajectory, and finally draws the conclusion:the strict environmental regulation and innovation can be implemented at the same time, the key factor is effective government input.Second, the article measures quantitatively the government input’s impact on innovation effect of environmental regulation. The part analyzes whether it is influenced on innovation behavior of environmental regulation by government input. In order to quantitatively measure the enterprise innovation behavior, we use the new product sales revenue instead of innovation behavior. Using the panel data in mainland China area and 35 industry panel data, we examine the effect of environmental regulation on innovation behavior, analyzed the influence of the government investment in innovation behavior. In the final analysis, we empirical test whether government spending can promote environmental regulation’s innovation effect. In different areas, we comparative analyze the regional comparison features; in different industries, we comparative analyze the effects of pollution intensive industry and clean production industry. Results indicate that government input is able to positively adjust the innovation action of environmental regulation in the regional comparative analysis. In the National and pollution intensive industries, government input can increase the innovation behavior of the environmental regulation. However, in the clean production-oriented industries, the positive effect of government input on innovation behavior of environmental regulation was not revealed.At last, the article measures qualitatively the government input’s impact on innovation effect of environmental regulation. The part analyzes whether it is influenced on innovation efficiency of environmental regulation by government input. In order to qualitatively measure the enterprise innovation efficiency, we use innovation efficiency as core indicator. We need to measure the region and industry innovation efficiency containing the expected output. Using nonparametric SBM model, we measure innovation efficiencies of Chinese 30 provinces, and divides them into eastern, central and western areas comparative analysis. At the same time, we measure innovation efficiencies of Chinese 35 industries, and turn it into intensive pollution and clean production-oriented industries comparative analysis. Then we use Tobit regression model analysis of government investment’s impact on environmental regulation innovation efficiency. Respectively from regional and industry perspectives, we consider the influence of environmental regulation on the innovation efficiency, and analyze the difference of effect on innovation by the direct and indirect government input. Finally, we judge whether government input could promote innovative environmental regulation efficiency. And, Based on the analysis of the influence of the government investment on regional environmental regulation innovation efficiency, the effect of features area are comparative analyzed; Based on the analysis of the influence of the government investment of environmental regulation of the industry innovation efficiency, the effects of pollution intensive and cleaner production industry are compared. Results show that government input can adjust the enterprise innovation efficiency of environmental regulation in the regional comparative analysis. However, in the clean production-oriented industries, the positive effect of government input cannot increase innovation efficiency of environmental regulation.
