Resource-based cities assemble most of the strategic resources in our country. Their development is directly related to the general situation of urban system development, regional and even country development. In the long past, due to the low degree of continuous mining and processing, resource-based cities are now challenged by the following problems: resource is drying up, industrial structure is single, ecological environment is seriously destroyed, science and technology innovation ability is lagging behind and so on. Some policies and suggestions about resource-based cities’ development have come out. In November 2013, the State Council issued “national resources city sustainable development planning”. In this planning, it points out that up to 2020, the resource exploration in resource rich regions should be in line with its economic and social development, environment protection. Under this background, to speed up the sustainable development of resources city is imperative, researches related to these issues become the hot topics in the study of regional development. Therefore, this paper takes the sustainable development and competitiveness promotion of resource rich cities as research object. It introduces innovationdriven elements to do the model research of the promotion of industry competitiveness, ecological competitiveness, science and technology competitiveness that are based on innovation synergy, among which industry competitiveness is the main motivation in that it gives advantage to capital accumulation and urban competition; ecological competitiveness is a persistent motivation in that it guarantees the virtuous cycle development of cities; science and technology competitiveness is the core motivation in that it changes the way of city development.This dissertation will first define resource-based city and city competitiveness. Then it will analyze the target of promoting the competitiveness in resource-based cities. On the basis of technology innovation and institution innovation in resource-based cities’ competitiveness promotion, it explores the theoretical model of innovation synergy and competitiveness promotion in resource-based cities. At last, it builds the TI-IES model framework that is based on competitiveness promotion in resource rich cities.To analyze the problems in resource-based cities’ development process can help us define industry competitiveness in resource-based cities. From the perspective of life cycle of city development, this paper constructs the threedimensional system structure that includes technology innovation, institution innovation and life cycle. It analyzes the co-evolution model of industry innovation and puts forward that the TIC industry development model that takes both the technology innovation and institution innovation as main motivations, which is aimed at the growing period, mature period, regressive period and regenerative period. From the perspective of space construction, it puts forward the industry innovation model ICCA that is aimed at industry advantage, chain advantage, industry group advantage and industry region advantage, which is set after considering the catalysis function of innovation elements in industry development.To analyze the environment problems in research-based cities can help us define the content of ecological competitiveness in research-based cities. It can help us to come up with the win-win target model between economy and ecology. After considering the city’s ecological bodies, it does a game analysis of the central government, local governments and enterprises to design the interest sharing model between among innovation bodies. It takes ecology efficiency as theoretical basis to study enterprise ecological efficiency, industry ecological efficiency, and model of regional ecological efficiency promotion from the micro, meso and macro perspectives.To analyze the technology problems in resource-based cities can help us define the content of science and technology competitiveness in resource-based cities. It also explores the promotion model of technology that is based on innovation synergy to study how to develop economy. After considering the participating parts in promoting technology competitiveness, it does some research on the promotion models of government technology and institution innovation, enterprise technology innovation, university and research institutions technology innovation, intermediary organization science and technology innovation.The above research takes a typical example of resource-based cities, Jixi city, as empirical research object. It separately analyzes the development of industry, ecology and science and technology in the city. Through the construction of synergy measurement model and indicator system, it does some empirical test of the innovation synergy and the development of all the subsystems in Jixi city. And finally, it provides corresponding countermeasures for Jixi’s development.The research that studies promotion model of resource-based city competitiveness provides new development ideas for city development. This research explores how to optimize industrial structure, control ecological environment and encourage technology innovation evolution path through collaborative interaction. It can lay foundation for the sustainable development of resource-based cities and competitiveness promotion.
