At present, all regions of our country have entered into the general process of upgrading from manufacturing to service industry. Because of the late start of domestic service economy development, existing research on domestic industrial restructuring and upgrading impact on employment and income distribution structure is relatively small. The empirical research is even more inadequate. To reflect the real impact of the recent service industrial restructuring and upgrading process to the domestic eastern and mid-west region employment and regional income distribution structure, the paper carry out empirical research on the above question relying on the survey data (CHIP) and related provincial statistic data.Recalling the course of transition from manufacturing to services upgrading in developed countries, the United States and Europe started in the late sixties and early seventies, while Japan started in the early eighties. Benefiting from the reconstructed advantages of the endowment by industrialization, the international industrial chain division of labor brought about by globalization, cross-industry technological progress by new industries, the developed countries industrial restructuring and upgrading processes are that:on the one hand the low-income end employment quality deterioration ensure overall social stability of employment; on the other hand lead to polarization of income distribution also maintaining a sustained growth in the average wage.Due to our country have not fully conditions described above of developed countries industrial restructuring and upgrading, so the research about impact of the service industrial restructuring and upgrading process on domestic income distribution and employment structure should be based on national conditions. It should be noted that the paper defining the industrial structure mainly focused on industrial relevance dimension, the transformation and upgrading of industrial structure present the ordered evolution of the three industries, which is consistent with the concept of industrial structure change.This paper is divided into six chapters. The first chapter introduces the research background and significance, then the key issues and topics under the research methods were summarized, followed by description of the research ideas and innovations carried out,then the full text of the logical framework.The second chapter of the concepts involved in the text defines, including the connotation of industrial structure, the connotation of industrial restructuring and upgrading. extension of the employment structure and the extension of income distribution; followed by the induction of transformation and upgrading of the industrial structure theory of and deduction, including efficiency-driven theory, intervention on the structure, as well as comparative advantage theory; then based on reviewing the employment impact theory origin, the theory of industrial restructuring and upgrading of the employment structures summarized as job creation and job destruction theory:Finally, domestic and foreign research on industrial restructuring and upgrading impact on revenue allocation was reviewed respectively.The third chapter to the fifth chapter is the empirical study of this article. Among them, the third chapter the empirical research about the impact of the employment structure industrial restructuring and upgrading are carried out, the fourth chapter, Chapter V, empirical research about the income distribution of static and dynamic impact are carried out respectively. In the study of the impact of income distribution, the result and the conclusion of employment can support each other, because the distribution and employment structure, which is a common nesting in the economic structure of the system. From the perspective of the system theory, in order to achieve these two macro objectives -- ensure social employment stability and average income growth, our research findings point to the various regions should upgrade to the road for their own differentiated industrial structure.The sixth chapter is a summary of the conclusions,policy recommendations and research prospects of this paper. From the empirical results, due to the industrial condition and human capital there are significant differences between the eastern and western regions, the service industrial restructuring and upgrading process for the eastern part contribute to the expansion of employment and average wage growth, the same time, however, the process of promoting the service but may make the central and western regions falling economic growth in "industrial structure Evolution inefficiency" channel defined by China forefront research group. So the paper recommended that each region should folly respect the general rules of industrial structure evolution, to avoid an adverse impact on employment and income distribution.Specifically, on the base of the evolution of labor division and human capital progress:priority development of the eastern coastal areas are advanced manufacturing or service industries, but paying enough attention on self-development and the integration of development; at the current stage, the central and western inland areas should continue on internal change about manufacturing, laying a solid foundation for future service industrial restructuring and upgrading process. So all regions should pay attention to the following areas:focus on coordinated development of two types service sector, prepare for the expansion of poverty, emphasis on industrial restructuring and upgrading regional change, and draw the government boundary guiding human capital accumulation.
