Research On The Evaluation Of Regional Mining Investment Environment Competitiveness In China

Mining investment environment is a group of external conditions concerning mining investment and operations. The mining investment environment competitiveness and its regional diversity determine the size and flow of mining investment. The mining industry in China is characterized as regional diversity, and the mining investment conditions and competitive environment of each province are obviously different. Under the circumstance of China’s Regional Coordination Development Strategy and Comprehensive Deepening Reform, it is of great significance to carry out research on the evaluation of regional mining investment environment competitiveness, so as to enhance regional mining investment environment competitiveness and promote regional coordination development.This paper focuses on the research of the evaluation of regional mining investment environment competitiveness Based on a series of work on literature review, theoretical research, data analysis, model calculation, expert workshop, questionnaire survey as well as site investigation, the paper makes research on the basical theories, factors framework, evaluation model, positive analysis concerning the evaluation of regional mining investment environment competitiveness, and develops the evaluation outcomes, regional ranking, and policy suggestions for the enhancement of regional mining investment environment competitiveness.Based on existing researches, the paper makes explorative innovations in the following two aspects. Firstly, the paper establishes the evaluation model of regional mining investment environment competitiveness. On account of the rules of regional mining development and investment environment features, the paper makes summaries and revisions of existing evaluation factors and methods of mining investment environment. Based on the influential elements identification and the evaluation factors framework construction, the paper establishes an evaluation model for regional mining investment environment competitiveness in China, which comprises of 7 influential elements and 10 evaluation factors and multi-layered and weighted average. Secondly, the paper makes a positive analysis of the evaluation of comprehensive competitiveness of China’s 31 provinces. Through the work of data collection, questionnaire survey and statistical analysis, the paper makes quantitative evaluation of mineral endowment, mining development, mining Marketization, mining openness, mining administration efficiency, geological data service, and infrastructure conditions of China’s 31 provinces. Based on the forward work, with the use of evaluation model for regional mining investment environment competitiveness, the paper makes a quantitative evaluation of regional mining investment environment competitiveness of China’s 31 provinces. It shows that the top 15 of the most competitive provinces concerning mining investment environment in China is Inner Mongolia, Xinjiang, Guangdong, Shanxi, Hunan, Ningxia, Heilongjiang, Gansu, Qinghai, Shanxi, Yunnan, Liaoning, Zhejiang, Guizhou and Sichuan, which cover China’s Eastern Region, Middle Region and Western Region. Among them, the Eastern Region accounts for 20% of the top 15 of the most competitive provinces, the Middle Region 20%, and the Western Region 60%. The mineral abundant provinces in Western Region generally plays better at the list of the top 15 of the most competitive provinces concerning mining investment environment in China.
