Global finance crisis has been getting worse,which makes the international society in great depression.On this background,aiming to keep the economy growing up,people living happily and society in steadily,central government carries out active fiscal policy that the government will invest more to promote the economy and society to develop well and fast.As an inland municipality,one of comprehensive reform trial zone that integrates urban and rural development, Chongqing makes strategic goal that builds herself as the inland opening foreland for economic development by carrying out plenty of beneficial policies which helps open up in order that investors can firm their confidence to invest in Chongqing.Therefore,it is quite necessary to assess the competitiveness of investment environment in Chongqing to find out the "short board",namely, negative factors that affect it.In way of improving negative factors to optimize the investment environment,the research is useful for the strategic goal of the inland opening foreland for economic sustainable development.Comprehensively applying the theory of regional division of labors,the theory of location choice of enterprises and the theory of regional flow of factors of production,adopting research methods with the combination of normative analysis and positive analysis,the writer manages to explore the conceptual framework of the competitiveness of regional investment environment,build index system of it,comprehensively assess it in Chongqing and present countermeasures and proposals to improve Chongqing investment environment for the promotion of the competitiveness there.The research results in this dissertation will provide practical references and theoretical basis. 1.Basic Research approachDirected by the theory of regional division of labors,the theory of location choice of enterprises and the theory of regional flow of factors of production,taking decision-making analysis methods and statistical analysis methods as the basis of methodology,the dissertation comprehensively applies many study methods such as qualitative analysis,quantitative analysis and comparative analysis to study the competitiveness of Chongqing investment environment.On base of comprehensive comparison of the competitiveness of investment environment in representative regions,the dissertation finds out a new approach according to the rules of mutual relationship and dynamic evolution.Referring to and summarizing related research in domestic and overseas academes,the dissertation takes the competitiveness of regional investment environment as research objective,and puts forward her own ideas about the concept of the competitiveness of regional investment environment by defining it as "the comprehensive power of the investment environment owned by an economic region(state,region,urban agglomeration or city) when the economic region introduces economic resources(mainly capital)".Based on the definition,the dissertation builds logical and dynamic index system for evaluation to evaluate the competitiveness of investment environment in Chongqing,finds out adverse factors that influences the development of the competitiveness of Chongqing investment environment by comparing the competitiveness of investment environment in Chongqing and representative regions and works out the growth potential of the competitiveness of investment environment.In accordance with the results of analysis,this dissertation presents countermeasures and proposals to improve Chongqing investment environment for the promotion of the competitiveness there.2.The basic research conclusionsThis dissertation is concentrated on discussing and analyzing the quality of the competitiveness of investment environment as well as its growth potential by means of assessing the competitiveness of investment environment in Chongqing.In addition,this dissertation also provides the reasonable and feasible research conclusions and the countermeasures in response to the current constr(?)ints and optimal solutions in line with the actual situations in Chongqing.ⅠFrom the nationwide perspective,there exists a relatively wide gap between Chongqing and the Eastern regions in China in terms of the competitiveness of investment environment.The main gap of the competitiveness is conspicuously demonstrated in the following aspects:the competitiveness of operational efficiency,the competitiveness of growth transition and the competitiveness of facilities.Among them,the competitiveness of operational efficiency becomes the primary factor that is responsible for constricting the improvement of the competitiveness of the investment environment in Chongqing.The competitiveness of operational efficiency is consist of two factors—the laws and regulations and the efficiency,which both rank in the bottom compared with the seven provinces(cities) throughout China and thus directly give rise to the poor competitiveness of operational efficiency in Chongqing.Concerning the unsatisfactory competitiveness of growth transition,the main reasons for interpreting this lies in the inadequate financial services in Chongqing.With respect to the poor competitiveness of facilities,the fundamental reason lies in the relatively inadequate infrastructure in Chongqing as well as the insufficient supporting services in social life.ⅡFrom the regional scale perspective,the investment environment in Chongqing has a comparative advantages,which is indicated by the phenomenon that Chongqing is more advanced compared with Anhui Province in the central China and Sichuan Province that is also in the Western part of China like Chongqing.The comparative advantages mainly embody in the competitiveness of industry opening up as well as the competitiveness of technological innovation. Among them,the competitiveness of industry opening up has contributed overwhelmingly to the improvement of the investment environment in Chongqing.The primary factors that promote the enhancing the competitiveness of industry opening up in Chongqing are due to the great efforts in opening up to the outside world,which rank in the first place of the seven provinces(cities) throughout China.Furthermore,the cultural and educational competitiveness rank top of the seven provinces(cities),which is the major contributing factor to the cultivation of the comparative advantages in terms of the competitiveness of technological innovation.ⅢThe competitiveness of investment environment in Chongqing has been in the upward trend.For instance,the greatest increase degree was in 2007 compared with the previous years.The primary stimulus for strengthening the competitiveness of investment environment is due to the competitiveness of industry opening up,with the annual increase rate reaching to 42.57%.The second stimulus is the competitiveness of technological innovation,with the annual increase rate of 8.42%.The pivotal element for promoting the rapid increase of the competitiveness of industry opening up is the industry opening up,which indicate that the industry opening up becomes the major driving force for the improvement of the competitiveness of investment environment over the recent years in Chongqing.Concerning the competitiveness of growth transition,it experiences form the doldrums to the prosperous process,becoming the penitential for the enhancing investment environment competitiveness in Chongqing.With regard to the competitiveness of operational efficiency,it experiences the frequent ups and downs,and it is urge to steadily improve. With respect to the competitiveness of supporting facilities,the overall trend is negative,becoming the main factor for constricting the improvement of the competitiveness of investment environment in Chongqing.ⅣIn response to the competitiveness of investment environment as well as the major constraints for its improvement,this dissertation provides the countermeasures towards five aspects of single competitiveness in order to enhance the overall the competitiveness of investment environment in Chongqing.They are as follows:in order to improve the competitiveness of industry opening up,it is necessary to tap the market potential and optimize the industrial structure; in order to enhance the competitiveness of technological innovation,it is significant to increase the investment in the science and technology education;in order to cultivate the competitiveness of growth transition,it is important to expand the non-public economy and support the small ad medium enterprises;in order to strengthen the competitiveness of operational efficiency,it is urgent to correctly position the role of government and increase the official efficiency;in order to further improve the supporting the competitiveness of facilities supporting,it is vital to improve the transportation conditions and increase the investment in the infrastructure.3.Main research featuresⅠThe subject chosen is of practical pertinence.The research fruit is aimed to provide the reference to the decision-making departments.According to the current course of related research, by studying lots of literatures,the research result is fruitful.It is the evaluation on the competitiveness of China's industries and the investment enviromnent of China and her provinces. However,the evaluation is mainly located in macro-areas.The study on the competitiveness of industrial investment environment in micro-areas is limited,especially the competitiveness in China's western areas which includes the competitiveness of foreign investment environment,the competitiveness of investment environment of manufacturing industry and the competitiveness of investment environment of service industry.From the view of the practical value,the overall level of investment environment is low in Chongqing.Therefore,it is quite necessary to find out the "short board" which affects the competitiveness of the investment environment.The "short board" is not only the problem defined by function departments in course of decision-making,but also the focus paid attention by investors.The dissertation is to find out the "short board" and its research is of great application prospect. ⅡThis dissertation is of innovation in way of building the conceptual framework of the competitiveness of regional investment environment,and designing the index system which is the combination of static and dynamic index based on the conceptual framework.In accordance with the definition and rich meaning of the competitiveness of regional investment environment,the writer divided the competitiveness of regional investment environment into five individual types of competitiveness:the competitiveness of industry opening up,the competitiveness of technological innovation,the competitiveness of growth transition,the competitiveness of operational efficiency and the competitiveness of facilities supporting.Based on this division,the index system is built with the combination of static and dynamic features in order to evaluate the competitiveness of regional investment environment and its growth potential in Chongqing.As a result,this index system reaches the desired results.4.Further research developmentThis dissertation belongs to the applied research,so it needs to draw the conclusion and put forward the proposal on the basis of massive collection of data information.But because of some objective causes and the difficulty during investigation,it is still difficult to collect the data of quantitative index;moreover,the determination of the qualitative index level,influenced by the subjective judgment,is instable.In target design,although the index system building is more complete,yet it needs to be further enriched and improved;especially as to the building of dynamic index,which is the basic question for this dissertation to research further,it has large research field which is worth to be explored.As to the research methods,on the one hand,the AHP is used to make a crosswise research on the competitiveness of investment environment among Chongqing and other provinces;on the other hand the index comprehensive method for assessment is used tentatively to do research on the growth potential of the competitiveness of investment environment in Chongqing from 2003 to 2007.It might continue to explore a new effective empirical analysis method,for instance,to explore how to use econometric models and so on in the competitiveness of investment environment research.
