Study On Perception Of Stakeholders Towards Indicators Of Evaluation On Mining Investment Environment In Cambodia

Mining has been nationally and internationally recognized as one of essential factors,which is contributing to the growth of country's economy that is why the development of mining sector requires number of feasible policy,regulation,and monitoring and evaluation mechanism by the governments as well as the participation of the involved company/stakeholder for due management of the resources in their business and operation.This paper aimed to find out and examine factors influencing on investment environment in mining sector and general perceptive of the mining company on scoring towards the mining investment in Cambodia.The paper reviewed the literatures on definition of mining,its method and process,and theories on the investment environment to determine the significant factors and methods,which the countries could attract the investments for mining sector as well as to study on a practical framework for making comparative analysis,which is the Analytic Hierarchy Process(AHP)model to compute weights of the main influencing on factors and to determine the rank of mining investment environment by the given scores.The perception of government officials,university lecturers,students,and experts in mining sector as well as the mining companies were used as data for analyzing in this study.The findings from the survey demonstrated that Political Stability(mainly National Security)with the weight of 0.4074,which has the highest score.Respectively,Economic Stability with the weight of 0.1922,Geological Infrastructure with the weight of 0.1616,and Environment and Social with the weight of 0.0944 are considerable factors for the mining investors.These weights are meant that the mining investors value and prioritize on the factor of political stability or national security as their important investment decision-making.In this sense,the paper also calculated the scores given by selected mining companies,which in overall reflected Cambodia has a good mining investment environment in reason that Cambodia has guaranteed its peace,political stability and national security for decades.Last but not least,as the survey and discussion revealed,it was recommended that Cambodian Government should promote vocational training,pay more attention on public infrastructure development and improvement,and public services delivering by having a good governance and free from corruption.Additionally,the selection of government officials and other respondents as the survey objects,and strong support of relevant government agencies and professional organizations are limited to the scope of the study;therefore,the study hoped that future research on subject matter will engage a wide questionnaire with a wider population over a long period of time for a more reliable conclusion.
