Study On Policy-performance -evaluation Of S&T Innovation Of Chinese National Self-Dependent Innovation Demonstration Area

This dissertation studies the relationship between S&T innovation policy and S&T innovation performance indicators, and the relationship between S&T innovation performance and S&T innovation performance indicators of National Innovation Demonstration Area. From the former, we can know how to choose and implement the S&T innovation policy to improve the S&T innovation performance indicators,from the latter,we can know how to improve the S&T innovation performance indicators to improve the S&T innovation performance. Thereby, we can roll-back from the latter to the former, and know how to choose and implement the S&T innovation policy to improve the S&T innovation performance. The main contents and conclusions of this paper are as follows.(1) A method was proposed to construct a directed and weighted network in which make enterprises, universities and research institutions as nodes, and the symbiotic relationship as edges. And we could link it with the S&T innovation performance indicators, then the S&T innovation performance of National Innovation Demonstration Area. Owning to the difficulties in data access, the empirical research of this proposal was failed to implement.(2) The grounded theory and policy measurement method were applied to analysis the S&T innovation policy of Beijing Zhongguancun, Wuhan Eastlake and Shanghai Zhangjiang from 2010 to 2014. Based on the network, the co-words network of policys, the collaborative evolution between policy measure dimension and policy target dimension, and the relationship between policy measurement and S&T innovation performance indicators were studied thoroughly.(3) the rough set theory was applied to analysis the S&T innovation performance indicators (including input indicators and output indicators) of Beijing Zhongguancun, Wuhan Eastlake, Shanghai Zhangjiang. Shenzhen, Sunan, Changsha-Zhuzhou-Xiangtan. Tianjin Binhai. and Hefei-Wuhu-Bengbu from 2007 to 2014. Based on the RST analysis, the data independency between input indicators and output indicators was detected, and the most important input indicators and output indicators were recognized. Based on the important input indicators and output indicators, the super efficiency DEA model was applied to analysis the efficiency of each National Innovation Demonstration Area at each year, a time comparative analysis was conducted.(4) Based on the review of the study on S&T innovation performance indicators, we have re-design indicators system to make performance evaluation of the IS sub-parks of Shanghai Zhangjiang National Innovation Demonstration Area. The IPA and DEMATEL were applied to analysis the S&T innovation performance improving strategy by subjective questionnaire measurement. The DANP and VIKOR were applied to analysis the S&T innoxation performance improving strategy by improving benefit. The modified model was applied to analysis the S&T innovation performance improving strategy by considering both the improving benefit and improving cost.
