| When the Chinese economy is moving towards the "new normal" and the challenge of "the third industrial revolution",which is an urgent problem needs to solve about how to effectively adjust the economic structure,change the mode of development and realize the sustained and high quality development of the economy.Among the many factors,lack of innovation is one of the main reason that lead to sluggish economic growth.In view of the important role of innovation in economic transformation,from the 18 th National Congress of the Communist Party of China to the Third Plenary Session of the 18 th CPC Central Committee,innovationdriven development has been as the key strategy of the industrial transformation and upgrading of technology under the new normal as well as promoting independent innovation and clarifying the importance of the enterprise as the innovation subject in the national innovation ability construction.The national independent innovation demonstration area is a key factor in regional competitive advantage,is the core carrier of national innovation capability of promoting independent innovation and high-tech industry development first try,exploring the experience,making a demonstration area.Therefore,this paper attempts to construct a set of applicability of the national independent innovation demonstration area innovation ability evaluation index system,and then to explore the level of innovation in China’s demonstration area of the pros and cons of the current China’s demonstration areas how to enhance their ability to provide independent innovation Reference and advice.This paper first summarizes and analyzes the domestic and foreign literatures on independent innovation ability,regional innovation system and independent innovation ability evaluation index system,and makes a preliminary understanding of the relationship between these three items.Secondly,Learn from the successful experience of international high-tech park and the characteristics of innovative system,combined with China’s reality,to gradually introduce the elements of organizational activities and activities elements to the innovative R & D area.And then regard the "operational capacity" as a focus to the establish a national independent innovation demonstration area of four-dimensional theoretical model of innovation in order to constructing the Evaluation Index System of Innovative Ability of National Independent Innovation Demonstration Zone from the ability to innovate resources,organizational capacity,innovation environment support capacity,innovation and economic output ability of four aspects.Moreover,uses factor analysis method and cluster analysis method to analyze 17 demonstration zones of the four sub-ability and comprehensive innovation ability to do a quantitative and qualitative analysis and comparison.The result shows that: from the demonstration area of innovation capacity ranking situation,the innovation capacity level of Beijing Zhongguancun,Jiangsu Sunan,Shanghai Zhangjiang rank first in the country,the level of innovation ability of the most backward demonstration area is Chengdu,Sichuan,Xi’an and Chongqing.The innovation capacity of the national demonstration area shows obvious regional differences.The strongest level of independent innovation capability is the eastern region,followed by the central region and the weakest in the western region.Finally,this paper make some suggestions for improvement about this stage of the national independent innovation demonstration area of innovation capacity building:From the eastern region,it emphasizes the industrial agglomeration and resource integration,increases the investment in R & D and enhances the innovative economic output ability.From the central region,to promote the combination of production and research,strengthen science and technology,education and industry departments in close cooperation,the formation of scientific and technological innovation to promote the overall efforts.From the western region,according to local conditions to implement differentiated independent innovation strategy for the characteristics of different independent innovation demonstration area. |
