Research On The Overall Framework Of Strengthening Rural Poverty Alleviation And Development In Jilin Province

Poverty seriously hindered social development and progress all countries around the world. Anti-Poverty has become a world-wide problem. Through poverty alleviation and development to eliminate poverty is ruling principle, strategic mission and objectives of Chinese government. The issue involves national lasting stability and socialist modernization.On July 2015, President Xi came to Jilin Province. He put special emphasis on the people’s life. He said that people livelihood was the aim of developing economy. Developing agricultural production will become the most important goal for Jilin Province. Rural poverty alleviation and development is the most important problem restricting agricultural modernization. Developing countryside of Jilin Province, especially poverty alleviation and development of Jilin Province is a key point for developing the economy of Jilin province and the whole country.Jilin Province is a great agricultural province in China which rural population is nearly half of the whole population. At the same time, rural poverty population of Jilin province is 1.8% in all the rural poverty population in China. Poverty alleviation and development in Jilin Province always kept in tune with nation policy and made great progress. With poverty alleviation and development deep-going, the request and difficulties of poverty alleviation and development are improved. Poverty alleviation and development in Jilin Province is serious and hard now. We must analyze poverty alleviation and development in Jilin Province carefully to strengthen it.The paper studies on the overall framework of strengthening rural poverty alleviation and development in Jilin Province. This article is based on correlation theories of Marxism and Chinese Marxism. Some methods are used such as systematization, etc. It starts from the status of poverty population and works of poverty alleviation and development to summary the experience and advantages. As the problems of poverty alleviation and development is a point, this article analysis the limit factors of poverty alleviation and development in Jilin Province. Based on the above,drawing lessons from the experiences of foreign and other provinces and guided by the precise poverty alleviation and participation-oriented alleviation, the overall framework and some suggestions of strengthening rural poverty alleviation and development in Jilin Province is proposed. There are five chapters in the main body.Chapter one is the concepts, significance and basic theories about poverty alleviation and development. It introduces both of the concepts of poverty and poverty alleviation and development and the significance of poverty alleviation and development. At last, it summarizes poverty theories of Marxism and especially scrapes the theory of poverty alleviation and development of Chinese Marxism as the basis.Chapter two is the background, the progress, the experiences and the advantages about poverty alleviation and development in Jilin Province. It mainly introduces the background of poverty alleviation and development in Jilin Province. It finds out the poverty characters and digs terms of experiences and advantage from the present situation and development history.Chapter three is to find out the problems and the constraints of poverty alleviation and development in Jilin Province. This chapter analyses the constraints from micro-reflection,medium-reflection and macro-reflectionbased on the problems of poverty alleviation and development.Chapter four is to learn from the experiences of foreign and other provinces. It chooses England and American which is the representative of western countries and India which have the similar situation with China. At the same time, it chooses Yunnan Province, Ningxia Province, Heilongjiang Province and Liaoning Province. Summarize their experiences of poverty alleviation and development to learn something from them for poverty alleviation and development work of Jilin Province.Chapter five is the overall framework of strengthening rural poverty alleviation and development in Jilin Province. This chapter based on the principles,the subject, the object, the main tasks and proposed the strategic vision, strategic system and pattern selection. Finally, it offers some suggestions for poverty alleviation and development in Jilin Province.
