Research On Key Problem Of Railway Dominated Coal Supply Chain

This paper mainly focuses on the research of upgrading of railway coal transportation to modern logistics, puts forward the solution of railway oriented coal supply chain from perspective of supply chain management through combing current development status of coal industry, features of railway coal transportation and future trend of coal supply, and analyzing the necessity and urgentness of transformation and upgrading.The paper summarizes the transportation organization edge of railway and supporting condition of national policy, applies the theories of supply chain management and game theory researches on supply chain transformation process dominated by different entities, analyzes the feasibility and necessity of coal supply chain management dominated by railway transportation. The construction of railway dominated coal supply chain requires related carrier, and the paper researches on establishing coal on-line e-commerce platform and developing coal offline storage and blending base, and realizes integration of commodity circulation, cash flow, information flow and logistic flow through integration and interation between on-line and offline. The paper puts forward with railway dominated coal supply chain based on storage and blending base of demand side and adaptable to current situation, presents its structure composition, operation mode and logistic mode, and intensively studies logistic organization process including supply modular, storage and coal blending modular and distribution modular,including key problem such as coal long-distance transportation organization mode, parameter of variety of coal, coal blending, distribution just in time block train operation plan, routing continuation plan of locomotive and driver, and establishes coal blending model with minimum cost of coal blending, double layer goal programming model based on integration of locomotive application, maintenance, servicing and locomotive and driver continuation and puts forward algorithm based on ant algorithm and graphic analytic method.The paper proposes site selection principle of coal storage and blending base, analyzes the coal supply for railway, combines various factors including network structure and carrying capacity, puts forward five priority regional plan for coal storage and blending base including Jiyuan area, establishes site selection modular for coal storage and blending base with minimum workload for coal transportation and distribution, presents basic plan for station yard distribution and capacity calculation method of various facilities and equipments through analyzing the functions of coal storage and blending base and various operation processes, and puts forward inventory control strategic model of storage and blending base and inventory red line of enterprise and ording time and volume based on two-layer coal supply chain storage structure dominated by railway transportation, and finally taking Jiyuan area as an example of coal storage and blending base, adopting cost and benefit analysis method,carries out quantitative study of cost and benefit of storage and blending base comparing with orginal mode, and reveals feasibility of the whole supply chain through comparsion.
