With China and ASEAN countries’ increasing communication on politics, economy and culture, the ASEAN information service industry, a strategic new industry, is formed based on the rapid development of the Belt and Road Initiative and information service industry. In the study a growth mechanism model is constructed using the theory of business ecosystems and complex adaptive systems to analyze relevant growth mechanism of the ASEAN information service industry based on modeling, quantitative analysis, simulation and empirical study. To study the ASEAN information service industry from the perspective of business ecosystems is not only of high theoretical importance, but also practically helpful for the Belt and Road Initiative, the improvement of national competitiveness and sustainable development of the ASEAN information service industry.At the primary stage, the development of ASEAN information service industry is complex and strategic. Firstly, the study analyzes the present status and existing problems of the development of ASEAN information service industry. Secondly, the growth mechanism model is built from the perspective of business ecosystem to study the relations between the growth factors and the growth mechanisms of ASEAN information service industry. Finally, this study analyses the market value mechanisms, innovation mechanisms and cooperative competition mechanism adopting different methods as well as the logistical relationship between the above three mechanisms and the growth of the industry, based on which conclusions and suggestions beneficial to the growth of the ASEAN information service industry are made.Some countermeasures and suggestions are listed as follows:1. In ASEAN information service industry, the market value mechanism is the Core of its growth, innovation mechanism is its internal force and cooperative competition mechanism is external force. The growth of the industry results from the mutual influence and mutual promotion of the three.2. Market value mechanism is verified through Metcalfe Theorem and Cobb-Douglas function, it is proved by the use of Pajek that market value is associated with user values, and user-represented market value is equal to each other. Therefore, it is vital to pay special attention to values of every terminal node of the ASEAN information service industry. It is proved based on data of information service industry from the National Bureau of Statistics and Eview that the growth of production value is related to such factors as R&D total investment, total capital investment, human capital investment, technology development and environment, among which the R&D total investment becomes the most important factor.3. The relations between innovation mechanism and growth influence factors are studied through structural equation model and analysis of data from questionnaires with the help of LISREL 8.70, it is learned that innovation mechanism is positively correlated with factors such as national policy, demand of the market, market environment, technology, qualifications of employees and capital.4. The cooperative competition mechanism is studied based on the game theoretic model, the simulation with the help of Repast software is carried out. It is found that with time goes by, both the ASEAN and non-ASEAN information service industries can gain the maximum mutual benefit at the saddle point of cost and benefit under the mutual effect of discount factor and Excess return parameter, which will help to create a healthy competitive environment.The creativeness of this paper can be concluded as the following three aspects. Firstly, the business ecosystem and complex adaptive system share the same characteristics. Complex adaptive system theory can be applied in the study of complexity and adaptability of business ecosystem. Secondly, different software are used for the test and verification of different growth mechanisms, in which both qualitative theoretical analysis and quantitative empirical analysis are adopted for the study. Thirdly, the growth mechanism theoretical model of ASEAN information service industry is built. In the model, the market value mechanism is the Core of its growth, innovation mechanism is its internal force and cooperative competition mechanism is external force. They are closely related to each other and benefit from mutual complement and mutual development.
