Research On The Operation Of The Land Purchase And Reserve System In Hohhot

.The Land Reserve System is an important achievement of our country's land institutional innovation made by local government and land departments;conform to the need for "The management of city and land".In recent years,through the implementation of land purchasing and storage and bid inviting,auction sale,hanging tag,we have played a positive role in the aspects such as increasing of local revenues,improving urban infrastructure construction and enhancing the land market's fairness and transparency.However,there are still some pending theoretical and practical issues to solve in our Land Reserve System,it needs to be further explored and improved.Under the current arrangement of our country's economic environment,land system and real estate development system,these problems are existing and manifesting in different ways.In this article,firstly I put forward the theoretical basis of the Land Reserve System,based on the comprehensive analysis of the research progress in domestic land reserve system and using comprehensively of the land market theory,market failure theory,and government economic theory.Secondly,I make a comparative analysis about three existing land purchase system in China.Finally,I take Hohhot as the illustrative case and come up with the suggestion on how to build Land Reserve System in Hohhot from aspects such as mechanism,Operational procedures and supporting policies.I conducted a performance analysis on the Land Reserve System;and according to the problems and situations exposed in the Hohhot's Land Reserve System,I put forward a series of feasible policy proposals to develop and improve the system.
