The urban land reserve institution started in 1990's is an innovation of the urban land institution in China under country's economic restructuring background. As a kind of land management system, the land reserve institution arose from the reformation of land use, the development of land market and the reformation of State-owned enterprise. Driven by the central government's vigorous impetus and the local governments' motivation of increasing local finance income, the urban land reserve institution has progressed rapidly recently. Most cities in our country have established the urban reserve institution up to now. The establishment and implementation of the institution has brought much social and economic benefits. It is vital for standardizing and cultivating land market, increasing financial income of government, promoting rational implementation of urban planning and so on.As a new policy, the constitution and implementation of the land banking policy is developing and exploring, and the theories and practice lack systematic research.The extant problems of the institution, such as different modes and effects in different city, uncoordinated regulation and imperfect mechanism, have become an obstacle of the perfection of the institution. Land banking policy needs more practices, therefore, it is necessary to study these problems according to the practices of different cities.The paper generalizes the development of research,and analyzes the background , operation modes and implementing effect of the overseas land reserve institution.Based on that, firstly a apocalypse of overseas practice is drawn. Second, the theoretical foundation of land and reserve institution is put forward based on several economic theories, such as the theory of land market, the theory of market failure and the theory of institutional changes etc. Third, taking Xuhui District in Shanghai as an example, the paper discusses the characteristics and operation of the institution in the district , especially the applications of information. Finally , the paper puts forward a series of feasible tactics and suggestion to develop and perfectthis institution.
