On The Operation Mode Of The Urban Land Banking

The urban land reserve institution started in 1990's is an innovation of the urban land institution in china under the economic restructuring background. As a type of land management system, the land banking institution arose from the reformation of land use, the development of land market and the reformation of stated-owned enterprise. Driven by the central government's vigorous impetus and the local governments'motivation of increasing local finance income, the urban land institution has progressed rapidly recently. Up to now, most cities in our country have established their land reserve institutions respectively, which has brought enormous social and economic benefits and is vital for standardizing and cultivating land market, increasing financial income of the government as well as promoting rational implementation of urban panning. However, the constitution and implementation of land reserve, as a new policy, is developing and exploring. Moreover, the theories and practice lack systematic research. The extant problems of the institution, such as different modes and effects in different cities, uncoordinated regulation and imperfect mechanism have become an obstacle of the perfection of the institution. Land reserve policy needs much more practice, therefore, it is necessary to make a study on these problems according to different cities.The paper first makes a contrastive study and analysis of the operation modes of such advanced cities as Shanghai, Hangzhou and Wuhai following the explicit connotation of land reserve institution and a brief review of the development of the domestic and international land reserve institution. Then, taking Tai'an as an example, the paper discusses both the characteristics and operation of the institution in the city and the problems and their causes. Finally, it puts forward a series of feasible tactics and suggestion to develop and perfect the institution.
