Poverty is a major problem faced around the world,and is committed to solve,also is one of the important problems to be solved in our country.In recent years,the gap between rich and poor is widening,the poverty alleviation work in the important position in our country,promote the accuracy of poverty alleviation,to achieve "zero poverty".Rising at the same time,the regional imbalance,in order to promote the regional coordinated development in our country,promote the poverty-stricken areas out of poverty as soon as possible,the central advocates cross-domain poverty alleviation,the implementation of relatively rich region counterpart support strategy for poverty alleviation in poor areas.As a result,the central attaches great importance to the cross-domain poverty alleviation work progress,cross-domain poverty reduction as an important means of governance poverty.As the response to the call of the central,advancing the cross-domain poverty alleviation work in guangdong province,the six cities in the pearl river delta and northwest area of guangdong city of 8 pair support,therefore,shenzhen-heyuan is counterpart in poverty on the important position.So far,shenzhen has to support investment in heyuan city,5.352 billion,311 to coordinate the introduction of poverty alleviation project,more than 2200 poor benefit.Shenzhen-heyuan,counterpart in poverty is obtained some achievements,but from the current cross-domain poverty alleviation management current situation,the main body coordination,resources to plan as a whole,has many problems in such aspects as project evaluation,and these problem,finally affect the efficiency of poverty alleviation,lead to inaccurate results for poverty alleviation,which requires the government to build and perfect the cross-domain governance mechanism for poverty alleviation,and improve the precision of poverty alleviation.Based on this background,this article choose cross-domain poverty alleviation as the research topic,how to build and perfect the cross-domain governance mechanism for poverty alleviation,how to improve the precision of cross-domain poverty alleviation study and discuss for the center.This article in combing the literature and the theory of governance and cooperation on the basis of the theory and the theory of poverty,to build the cross domain theory model of governance mechanism for poverty alleviation.Think the theory model,in order to realize the establishment and perfect the cross-domain governance mechanism for poverty alleviation,requires four key terms: body coordination condition,resources to plan as a whole,project evaluation and the implementation of the accountability condition.This theory as the prerequisite,this paper constructs the cross-domain analysis framework of governance mechanism for poverty alleviation,the analysis framework is mainly divided into four dimensions: subject to coordinate dimensions,resources to plan as a whole dimension,project evaluation dimensions and the implementation of the accountability dimension.Based on his analysis framework,this paper takes shenzhen-heyuan for counterpart in poverty analysis case,using literature analysis method and case method,go through the official web portal for poverty alleviation and interview way,such as access to relevant research materials,and coordination from the body dimensions,resources to plan as a whole dimension,project evaluation dimensions and the analysis of four aspects such as the implementation of the accountability,shenzhen-heyuan existing problems and causes counterpart in poverty.Finally,this article on the basis of relevant theories of cross-domain poverty alleviation,combined with the shenzhen-heyuan problems that exist in the implementation of counterpart in poverty and its influencing factors,and attempts to build a cross-domain governance mechanism for poverty alleviation.
