In China, as national economic growth slows down, the electricity system reform is promoted, corporate social responsibility consciousness gets stronger and stronger, environment pollution and nature disasters increase, and ultra high voltage, smart grid and energy internet are developing swiftly, the grid enterprises are facing gets stronger and stronger from economy, society, technology and natural environment. As public utilities bearing the characteristic of nature monopoly, grid enterprises need to create more wide social and environmental value in addition to economic value to realize its comprehensive value maximization. But at present, in the theory study and practices of enterprise performance evaluation in China, economic performance evaluation was paid more attention, especially financial indexes have been more widely used, while the social and environmental performance have been rarely involved. It is helpful for correctly recognizing and evaluating grid enterprises to study the concept of grid enterprise comprehensive operational performance, its evaluation theory and method and monitoring and decision support system design,, and for providing theory and practice reference to scientifically operating and managing grid enterprises, effectively optimizing comprehensive operational performance, and promoting grid enterprise value.The primary contents and innovations are as follows:Firstly, on the basis of identifying the nature and operation objectives of enterprises, depending on the theory of stakeholders’social responsibility, the thesis put forward the enterprise ecosystem values, clarified the comprehensive nature of enterprise operational performance in the economy-society-environment space range and process-result time span deeply analyzed the contents of grid enterprise comprehensive operational performance, constructed grid enterprise economy-society-environment 3D comprehensive operational performance structure model. Based on the analysis on value-driven factors and a lot of investigation and study, the thesis used Delphi method and the interpretive structural model (ISM) to optimize the economic performance evaluation index, constructed a relatively scientific and effective grid enterprise comprehensive operational performance evaluation index system. The thesis creatively put forward the concept of the enterprise ecosystem values, advocated competitive-cooperative and inseparable enterprise ecosystem values, which indicated the direction, laid the theory foundation of grid enterprise comprehensive operational performance evaluation and monitoring, and the evaluation index system was forward-looking and effective.Secondly, based on various nature characteristics of evaluation objects and index, the thesis constructed a SE-DEA evaluation model used to evaluate economic performance, a TOPIS evaluation model used to evaluate social performance, and a GRA evaluation model used to evaluate environmental performance. On the basis of field and literature research, the thesis used actual corporate data to evaluate and analyze dimentional and integrated comprehensive operational performance of a grid enterprise and its subsidiary power supply company, and dug up key influence factors of operational performance. The thesis creatively designed integrated evaluation ideas and methods of combining dimentional and integrated evaluation models, which can meet specific needs of grid enterprise comprehensive operational performance evaluation better.Thirdly, the thesis analyzed the interaction mechanisms of grid enterprise comprehensive operational performance evaluation and monitoring, on the basis of performance evaluation, confirmed the contents of grid enterprise comprehensive operational performance monitoring and designed the process and methods of real time online warning monitoring, operation analysis and coordination and improvement. For the main effecting factors of grid enterprise comprehensive operational performance, the thesis constructed a operation monitoring warning model and made a monitoring warning analysis by an example of comprehensive operational performance. The thesis creatively put forward the SEE index concept of grid enterprise comprehensive operational performance monitoring, and designed its online monitoring process, which can be used to dynamically and visually manage and control performance, and solved preferably practice problems of performance monitoring.Finally, based on the analysis on operation managing and control demands and the activity process of performance monitoring, the thesis constructed the overall system structure of grid enterprise comprehensive operational performance monitoring & decision support system and designed function modules of data base, model base, method base, knowledge base and multimedia database. Based upon the needs of grid enterprise performance monitoring, the thesis creatively put forward a design proposal of monitoring decision support system which can meet monitoring decision requirements and provide decision support and information technology for promoting grid enterprise comprehensive operational performance.
