Research On The Marine-inland Economic Integration And Its Driven Mechanism In China

When land resources are dried up and environment and population pressure is increasing with the passing day, the exploitation of marine resources gets more and more concern. With the rapid development of marine economy, the interaction between marine and land industry strengthens, the single marine or terrestrial development mode has restricted the economic development, the integration of marine-inland economy has become a new trend. It is the key hang means to achieve comprehensive, coordinative and sustainable development in the coastal areas, the significant strategy measure to the national economy, and its status has been increasing. With developing of marine economy and implementing of “Ocean Power” strategy, the study of the marine-inland economic integration has been focus by academic circles gradually. However, research on the marine-inland economic integration and its driven mechanism has been relatively weak, is in applied research stage of phenomenon description and development goals currently. Its connotation, dynamic mechanism, especially measure and driving mechanism are lack of systematic research results, which cause lack of theoretical basis when the state formulates relevant policies. Research on the marine-inland economic integration and its driven mechanism has important significance to theory development of the marine-inland economic integration, marine policy-making, marine-inland economic progress, etc.The integration of marine-inland economy is not only the development process, is also the development goals and status. The integration of marine-inland economy is according to the inner link of sea and land, using the idea of system theory and collaborative theory, combines the sea and land economic systems into a new unified whole, reaches the optimization and configuration goal of marine-inland factors of production, through the unified planning, linkage development, industrial chain link, and comprehensive management. The marine-inland economic integration and its driven mechanism was the core of this paper, paper around this core. Paper divided into literature research, theoretical research, empirical research and policy research, combed the research progress of the marine-inland economic integration both at home and abroad, analyzed the theoretical basis and dynamic mechanism. On this basis, paper researched the evolution and mechanism of marine-inland economic integration in China, using the Coupling Model and Haken Model respectively. In the last, paper put forward the development strategy of China’s sea-land economic integration. The core content of the full text embodies in the following five aspects.Firstly, the paper attempts to give a systematic account of connotation, dynamic mechanism, empirical study and evaluation model and methods of sea-land economic integration, define its connotation and space boundary. Paper constructed systems of marine industry, land industry and sea-land economic integration by using system theory, studied characteristics and law of dissipative structure, synergetics and self-organization evolution, analyzed the inner link of sea and land by using industrial relevance theory, which are the bases of the following research.Secondly, the paper analyzed the basic motive of marine-inland economic integration, which included relationship and difference between marine industry system and land industry system. The relationship reflects on three aspects, communalism and fluidity in marine-land factors, industrial relationship in marine-land industry and coexistence relationship to marine-land industry system. The difference reflects on carrier space and evolvement, which brings potential energy difference, which is resources and space from sea to land, which is stage of development and economic base from land to sea. The formation of marine-inland economic integration is driven by maximize economic benefits.Thirdly, the paper constructed measurement system of marine-inland economic integration based on system coupling and the total factor coupling innovatively, from industrial relationship and flow of factors. Paper estimated coupling coordination from the angle of industry scale, industry structure, economic efficiency and development potential between marine-land industry system, by using the coupling model, the coupling coordination model. Paper estimated measurement system of marine-inland economic integration on the angle of total elements coupling. In different spatio-temporal scales, the coupling coordinative degree of integration of marine- inland economy presents different differences and changes. Empirical search results showed that China’s marine-inland economic integration was divided into two stage, which were wavelike rises in 2003~2006 and going down in 2006~2012. The degree of marine-inland economic integration was in middle stage, but the process was relatively slow. Cluster analysis suggested that Shanghai, Guangdong and Shandong were in running-in stage,could be used as demonstration zone; Liaoning, Jiangsu, Zhejiang, Hainan Tianjin Fujian in antagonistic stage, as key area, Hebei, Guangxi in Low coupling stage, as Late-developing region.Fourthly, paper studied evolution mechanism of marine-inland economic integration driven mechanism on the basis of Haken model in China, the result showed that evolutive drive factor changed with developing stage. Marine-inland economic mutual dependence degree(MDD) was the order parameter in 2003~2006, marine-inland economic resource sharing degree(RSD) had negative effect on MDD, MDD had positive effect on RSD, which provided the basis on China’s marine economy was developing rapidly and marine-inland economic integration wavelike rises. RSD was the order parameter in 2007~2012, MDD and RSD had negative effect with each other. Development of Marine resources on one-sided effected RSD and MDD, brought marine-inland economic integration going down. A series of problems in development of China’s marine economy, relationship worsen between the land and sea confirmed the problem.Fifthly, paper proposed differentiation marine-inland economic integration strategy, free flow of production essential elements between marine and land, marine-land unified planning, etc., based on the research results of marine-inland economic integration and its driven mechanism.
