Researching On Mining Economic Zone Evaluation Of Building Constituencies And Development,Altay, Xinjiang Uygur Autonomous Region

The idea of setting up national mining economic zones has been put forward in the new round of mining resources planning in our country to ease the contradiction between supply and demand of mineral resources, to promote the development of regional economy, and to achieve economical and intensive use of mineral resources. Altay, in the middle of Altai metallogenic belt in northern Xinjiang with rich black metals, non-ferrous metals, rare metals, precious metals and other mineral resources, is one of the mining economic zones proposed in the mining resources planning. To promote the development of Altay mining economic zone and transfer its resource advantage into economic advantage, this thesis, in the title of Assessment and Development Study of Altay Mining Economic Zone, tries to provide some basis for local government as well as other mining economic zones in the country to develop their mining industries by assessing the selection and construction of the Altay mining economic zone.This thesis introduces the current study situations in economic regionalization, mining economic zone, evaluation of the selection of development zone at home and abroad. On the basis of collecting abundant actual data about mining economic zone and Altay area, using theories of Regional Economics, Development Economics, Mining Economy, and Dissipative Structure as its analyzing base, this thesis has done a systematic analysis to the minerogenetic condition and geological background, the types of deposit and characteristics of structure, the history of mining development, the current situation of the development and utilization of mineral resources, the degree of mineral resources exploration, and the evaluation of the potential of mineral resources of Altay, presenting the advantages and disadvantages of the development of mining economic zone in Altay as well as some aspects to be concerned and some countermeasures for the future development. The actual situation in Altay and related researches has been concerned in the process of assessing the election and construction of Altay mining economic zone. Principles of scientific and realistic, integral and hierarchical, simplicity and polymerization, combination of qualitative and quantitative, combination of dynamic and static, accessibility and operability are adhered to in this thesis to construct two sets of evaluation index: quantitative index and qualitative index. Subjective AHP method and objective entropy-value method are used to decide the indexes. The combination of the two methods is used to work out the score of different areas and obtain the ranking list of the best places for mining economic zone construction.This thesis analyzes the function of the elected mining economic zone in Altay under the combination of principles, guidelines, influencing factors and functional localization of mining economic zone construction of the country, putting forward corresponding suggestions at national, regional and local level for each area to develop their mining industry. And according to the national policy of green mining industry, suggestions for local government and enterprise to establish a green mining industry area in Altay have been presented in this thesis.
