Land Intensive Utilization Research Of Xinjiang In The Process Of Urbanization

Urbanization is the result of the development of social productivity. It is an objective evolution process that not transfer with human’s will. Urbanization is the only way to modernization for every country in the world. Xinjiang is located in the northwest of China, with a weak ecological environment.Compare with other cities, the urbanization and economic development fall behind in Xinjiang. To accelerate the urbanization can help to achieve the goals of leaping development and surpass other cities.With the development of industrialization and urbanization in Xinjiang, the floor area for cities and towns also expand rapidly. The urbanization of land was faster than urbanization of population, which created a contradiction between land for urbanization and limited of land source. Therefore, it is important to boost the intensive use of land in the urbanization; also it is a significant problem that needs to be solved in Xinjiang. This research had studied the intensive land utilization and explored the issue in land use and analyzed the potential of land use in urbanization. In order to build a scientific system of land utilization,what is more, these can help to realize the target of efficient utilization in land utilization.Firstly, this research gave clear definition of concept for urbanization, intensive land use, sustainable land use and rational utilization of land, showed the basic theory of urbanization and land utilization.Besides, it also gave a summary on the intension of intensive land use. Then, this research introduced the economic and the development status of Xinjiang. What’s more, it stressed the problems in the developing of urbanization. The rate of urbanization was low and urbanization of land was faster than urbanization of population in Xinjiang. There was a phenomenon of extensive utilization in land use. Finally, the research reviewed the history of land use and the arrangement for land use in Xinjiang. It also analyzed the status of land use in urbanization.Secondly, it showed an evaluation for intensive land use in urbanization in Xinjiang. Through analyzed the intensive land use in Xinjiang, the composite index of invest and produce of land was low. The level of intensive land use was lower, too. The level of intensive land use in eastern Xinjiang was higher than northern Xinjiang, with the southern Xinjiang had the lowest level. It had analyzed the capacity of land use for housing estate and land use for urban construction from the view of land use that balance urban and rural. That will help to improve the utilization efficiency of land use in housing estate and urban construction.Thirdly, this research analyzed the problems in land use utilization and influence factors for intensive land use. It was showed that population growth, economic development level, scale of urban industrial structure, the behavior for land use by government and policy for land will affect the intensive land use.The urbanization leading by government and make money by land were the original for extensive utilization of land. Besides, the imperfection of regime also provided space for speculative behavior in land,which aggravated the extensive utilization. Then it summarizes of successful experiences for intensive land use in urbanization from domestic and overseas, and gave some useful opinion for the intensive land use in the process of urbanization.Lastly, this research gave a forecast for construction land use, and come up with some suggestion for intensive land use. Then it had raised the strategy for urban development. It had emphasized the three urban agglomerations in the developing of Xinjiang. According to the features of Oasis economy, the research worked out three kinds of utilization model for intensive land use: moderate development, key development and limited open model. Finally, it had put forward ideas for reformation of land system: How to reinforcethe protection for agrarian? How to break the dependence of government on land finance? Through the aspects of program, finance, policy and regime, this research had presented suggestions for intensive land use, and offer supporting measures for urbanization in Xinjiang.
