Technology synergy innovation for enterprises is a system and complicated engineer, any part of the omissions or errors will result in catastrophic consequences. However, many issues stood out by technology synergy innovation activities in China exists, such as imperfect credit system among various innovative actors, defective mechanism of benefits allocation, blocked financing channels, irrational shoulder of risks, unclear ownership of intellectual property and feeble implementation for synergy policy, trigger high-stake for technology synergy innovation.The study in this thesis constructs key index system of industrial risks for appraising in enterprises’ technology synergy innovation with the assistance of hierarchical holographic modeling and Factor Analysis Method and conduct the measurement and empirical analysis of risks for enterprises’ technology synergy innovation with the theoretical model of extension matter-element according to collected data and the results of risks appraisal. Based on all the studies above and the innovative process of technology synergy and the dynamics of risks’ elements and the multi-attribute decision method are used for construction of Risk Decision Model selection risk and collaborative innovation programs for enterprise technology project implementation risks. In order to achieve more scientific collaborative enterprise technology innovation risk decision-making, reduce the probability of collaborative enterprise technology innovation as well as the risk of possible losses, the ultimate goal to ensure the smooth implementation of enterprise technology collaborative innovation projects.The main contents in this thesis are as follows:Firstly, This paper describes the connotation of system analysis and technical collaborative innovation risk characteristics and causes and mechanism, the concept of cooperative model of enterprise technology innovation risk in order to solve business technology innovation and risk theory collaborative research disorder issues.Secondly, this paper constructs enterprise technology risk identification model based on collaborative innovation model theory from risk rating holographic dimensions and risk variables at two levels in order to solve technical problems completeness collaborative innovation risk indicators. This article summarizes a collaborative enterprise technology innovation risk policy risk, market risk, financial risk, management risk, technology risk and the risk of moral hazard and other six dimensions and 33 indicators to rank risk variables holographic model theory. And refine risk indicators include six primary and 23 secondary risk indicators Enterprise Technology Collaborative innovation key risk factor index system, on the basis of expert questionnaire and dual ordinary questionnaire survey, based RFR and factor analysis of the enterprise technology collaborative innovation risk factors and screening filtration.Thirdly, We defined the main path of enterprise technology collaborative innovation risk transfer and verify its legitimacy by building collaborative enterprise technology innovation risk effect relationship between structural equation model, and after inspection, adjustment and correction, in order to solve business technology collaborative innovation interaction between risk factors relations, ultimately providing a reference for the development of collaborative enterprise technology innovation risk decisions.Fourthly, the study in this part constructs extensive matter element model of risk measurement of technology synergy innovation for enterprises on the basis of the comprehensive risk factors index system for technology synergy innovation in enterprises in order to solve the problem of enterprise technology evaluation dangers collaborative innovation risk factors. And then the average scores against the key risk indexes collected from expert questionnaires undergo normalization process, so the study gets weighting coefficient of key risk indexes for technology synergy innovation in enterprises. The weighting coefficients are examined empirically with the Free-Cutting Steel X1215 developed jointly by Xuanhua iron and steel co., LTD affiliated to HBIS and USTB.Fifthly, this paper constructed risk decision making model for enterprise technology are collaborative innovation project selection and project implementation risks risk, and the corresponding empirical analysis. The research in this section effectively improve the scientific collaborative enterprise technology innovation risk decisions, reducing the probability of collaborative enterprise technology innovation as well as the risk of potential losses, and ultimately ensure the smooth implementation of enterprise technology collaborative innovation projects.Finally, This paper proposes collaborative enterprise technology innovation risk macro-control policy from a technical collaborative innovation risk avoidance, risk transfer, risk sharing and four risk tolerance and other collaborative enterprise technology innovation and raise the risk of microscopic control strategies dual dimension from the technical collaborative innovation processes and innovation body In order to solve the technical problem of collaborative innovation risk control.
