Industrial cluster is a new form of economic organizations by participating in global competition,has become an important force to promote the development of the global economy.In the research field of industrial clusters,we always emphasize the importance of innovation for industrial cluster development when talk to innovation.Innovation is the only way for the growth of industrial cluster.Collaborative innovation has become an important form of technological innovation for enterprises in the industrial cluster.However,because of the large investment of the technology innovation activities,uncertainty of late output and so on,many issues stood by technology synergy innovation activities exists.So how to accurate identify,measure and manage the risk of enterprise cooperative innovation in the supply chain of industrial clusters will become very important for the risk control of decision-making and implementation in the project.This paper improves the evaluation index system of technology innovation and the existing methods of measurement,put forward a set of method system of collaborative innovation risk measurement for enterprises in industrial cluster and carry out an empirical analysis.It has a certain reference value to improve the scientific evaluation of collaborative innovation risk,reduce the risk of the enterprise,and ultimately ensure the smooth implementation of enterprise innovation projects.The main contents in this thesis are as follows:Firstly,according to the characteristics of collaborative innovation of industry cluster,innovation risk identification is carried out from four aspects: the external factors,the cluster factors,the main factors of collaborative innovation and the resource factors of collaborative innovation.Put forward 25 risk variables,complete the index system.Secondly,combining AHP and entropy method,through the nonlinear programming model for the optimal solution method,get the combined weight value.Adopts the method of the theoretical model of extension matter-element,the risk of collaborative innovation in industrial clusters is modeled and measured.Put forward a model of extension matter-element with combination weighting.Finally,in the part of empirical analysis,the risk of collaborative innovation project was evaluated for the complexity and uncertainty of the collaborative innovation of rail transportation equipment manufacturing industry cluster in Liaoning Province Lvshunkou District of Dalian City.And on the basis of the in-depth analysis of the measurement results,the corresponding measures of risk response and control measures are given.
