Employee behavior safety management has been a core issue of safety management and obtained close attention of the government and enterprises. In recent years, many scholars have conducted researches in this field, but traditional behaviorsafety management focus on the unsafe behavior of employees and adopt the punitive and corrective approach to manageand control the staff security.With the rise of positive psychology and positive organizational behavior, researchers have begun to focus on how to use positive means to manage the employee safety behavior. Especially since the 80 s of last century, transformational leadership, ethical leadership, authentic leadership and other leadership behaviors with positive traits have been proposed, research focus gradually shifted to how to take apositive leadership strengths and potential measures for staff management.However, current positive leadership behavior such as transformational leadership, authentic leadership may have risk of excessive positive. Hence there is little research or application in the field of security. This study empiricaltest a suitable leadership type of coal mine safety management-ethical leadership. Don’t advocate that use positive management tools to replace the negative correction management tools, but use the positive balance security management tools to make sure that they act together on the safe production and play an important role each other. This research use ethical leadership for the first time to solve the problem of coal mine safety management. It is breakthrough significance for leadership management methods selection in the field of positive safety management. This study enriched and expanded the application and interpretation force of ethical leadership in the security field but also proposed practical management methods and means for the positive safety management.First of all, based on the same and differences between Chinese and western ethics and enterprise ethics, combining traditional and modern Chinese ethical ideas, this study analyzesthe structure and dimension of Chinese ethical leadershipand develop the scale of Chinese ethical leadership. Secondly, construct the structural equation model between Chinese ethical leadershipand employee safety behavior to analysis the direct function relationship of ethics leadership on employee safety behavior, the mediate functionof safety management climate and psychological capital between ethical leadership and employee safety behavior and choose the optimal model from the different structural equation models of influence path of ethical leadership on employee safety behavior.Thirdly, taking the age and position as the group classification basis, the employees of coal mining enterprises are divided intomillennial employees and traditional employee, first-line managers and ordinary employees, analysis the different influence of ethical leadership, safety management climate and psychological capital on safety behavior of different types of employee, find the suitable conditions and range for the theory of “influence mechanism of ethical leadership on the employee safety behavior”.Research results are as follows:(1) Based on Chinese ethics leadership,the formal scales include leadership virtues, ethics rules and altruistic and each dimension has 3 titles. Through empirical research, Chinese ethical leadership scale has good content validity, internal construct validity,moderate subject amount and better operability. It is a scientific and reliable measurement tool for further research anda theoretical guidance and measurement tool for exploringthe ethical leadership under the Chinese cultural context.(2) The ethical leadership and its three dimensions- leadership virtues, ethics rules and altruistic are significantly and positively related to the employee safety compliance and employee safety participation. The ethical rules more actively affect the employee safety compliance and the altruistic more actively affectsthe employeesafety participation.Ethical leadership emphasizes on active participation and at the same time requires employees to comply with safety rules and not too radical, which a marked improvement over the traditional unsafe behavior management. Therefore, compared with other leadership style, ethical leadership is more suitable for implementation in the field of safety management.(3) Safety management climate and psychological capital intermediary played a complete mediationrole in ethical leadership on employee safety behavior. Taking the safety management climateof organizational level and psychological capital of individual-level as the double causal intermediaries, the model of ethical leadership affecting employee safety behavior is established. The ethical leadership affects the safety compliance and safety participation, taking the safety management climateand psychological capital as the double causal intermediaries and having completely mediating affection. Besides, calculate the affection strength of the intermediary path and it is foundthat the affection strength of ethical leadership affecting employee safety compliance through safety management climate is bigger andthe affection strength of ethical leadership affecting employee safety participation through psychological capital is bigger.(4) The affection of ethical leadership, safety management climate and psychological capital on employee safety behavior are differentbetween millennial employees and traditional employees. Their affection on the safety participation for the millennial employees is superior to the traditional employees. Their affection on the safety compliance and safety participation for the first-line managers is superior to the ordinary employees, except the affection of psychological capital on the safety participationbehavior, the others are all significant different.Finally, based on the results of the comprehensive study,construct Based on the ethical management of employees’ safety behavior management frameworkof the coal mine. Establish the ethical leadership, creating safetyclimate, develop individual psychological capital, pay attention to the employee safety compliance and safety participation o enhance the safety management of coal mining enterprisesand propose appropriate management strategies based on ethical management.
