Urbanization and cultivated land productivity both are the reality that human should face. Now China is in a stage that the urbanization and cultivated land productivity are rapidly changing. On the one hand, rapid urbanization to an unstoppable momentum, launched in the country towns, impact on the social and economic aspects profoundly. On the other hand, as the large number of our population and high proportion of agricultural population, food security can not be ignored, and cultivated land productivity must be maintained at a certain level in order to maintain our country's food security. This study paper is based on the increasingly acute contradictions of urbanization develop and maintaining productive farmland, through the establishment of indicator system and model for quantitative study of urbanization on cultivated land productivity.This paper selects 53 cities of Huang-Huai-Hai Plain in 1987 -2005 as research object. First through the all-digital human-computer interaction extraction method of land information, start false color composite, geometric correction and geo-information discrimination, extraction, editing and analysis of four remote sensing images, and extract building land area of every city to measure the urbanization rate supplemented by non-agricultural population proportion. Then we estimate the cultivated land productivity using the estimated system of agriculture productivity (ESAP), and analysis the spatial distribution and evolution of cultivated land productivity by GIS spatial analysis. Followed solving the relationship between by urbanization rate and cultivated land productivity by econometric model, in which contain the establishment of index system of simultaneous equations models to quantify the relationship between urbanization and cultivated land productivity, combined with qualitative analysis, parsing the process and mechanism of urbanization impact on cultivated land productivity of Huang-Huai-Hai Plain. Further simulate the city construction area and cultivated land productivity change by DLS and ESAP in 2020, analysis the development of urbanization rate and cultivated land productivity. Finally, for the current development status and future development, improve cultivated land productivity measures and recommendations without compromising the premise of the city development.Research shows that speed up the urbanization process and improve cultivated land productivity do not have the problem of what is more important, and the two are mutual influenced and restricted. The influence of urbanization on cultivated land productivity is mainly affected by demographic, socio-economic, input, location and natural factors, and other exogenous variables in a short time. Different urbanization process and cultivated land productivity increase controlled by the closely related driving factors. It reflects the combined result of driving forces in the coupled system of people and ecological environment in different levels. The drivers often reflect by comprehensive coordination, and various driving forces will enhance or diminish its effect on environment or between driving forces in variety of ways.At this stage the increase of cultivated land productivity is still largely dependent on the raise of overall economic level, labor force, production inputs, and excellent location conditions. To optimize the relationship between process of urbanization and cultivated land productivity, we should firstly improve the intensive use of urban land, reduce quality cultivated land occupation. Second, city feed cultivated land back by investment, and improve the use efficiency of investment. Three, optimize the land use structure, transform poor quality land. Four, strengthen new technologies to improve the productivity of land production. Five, improve the inner quality of farmers.
