Since the rise of good governance in the1990s of last century, it has become the mainstream paradigm and ideal practical standards in public affairs management. The key reason why good governance is so welcomed and paid so much attention by people is that good governance appeals for the values of maximization of public interest, reflects "goodness of end" of good governance, at the same time, has autonomy in nature with its core operational mechanism, possesses publicity with it, puts human in the center, and respects human rights, therefore, reflects "goodness of means" of good governance. For this reason, good governance gets beyond ethical "badness" with the paradigm of traditional "government" and the ethical goodness of "governance", begins to integrate public power with morality again, reflects and embodies ethical nature and moral promotion of good governance.Good governance is a complex systematic course. Therefore it can be possible for the three network subjects (the government,the corporate and civil society) of good governance together and with equality and freedom to make good governance be successful on the condition that the three network organizations of good governance trust each other and work in coordination with each other, and the three network authorities of good governance identify each other,trust each other and corporate with each other in order to realize the maximization of public interest.The maximization of public interest is just an overall and abstract end. In reality, the end of good governance is always a specific objective. All of the different environment,conditions,public affairs and the combination of different subjects of good governance make the subjects of good governance have different ideals about what is the specific objectives of good governance. Therefore, first of all good governance needs to eliminate the difference and diversity in the specific objectives of good governance by persisting in the principles of mutual compromise and negotiating consensus to reach a general agreement and format a common consensus.The subjects of good governance need to take real action in order to realize the specific objectives of good governance. Firstly, It is necessary for the government to play a role of "metagovernance". The government needs to make its action reflect and embody essential attribute of power sharing and of good governance and the contents and characteristics of equality,freedom and diversities of the subjects of good governance. Secondly, good governance cannot do without civil society more than the government. Civil society is the foundation of good governance:on the one hand, civil society cultivates "good" persons; on the other hand, the participation of civil society supplies good governance with legitimacy foundation. However, it is on the condition that the citizens' participation of civil society is supposed to safeguard public sphere n protect the citizens' rights and interests s take the citizens' responsibilities consciously and adhere to public reason. Finally, it is necessary for the corporate to participate good governance and become one of subjects of good governance. Good governance demands the corporate implement internal stakeholders' governance jointly, and identify itself with corporate citizenship and shoulder the social responsibility of corporate citizenship externally.Autonomy is the essence and an attribute of ethics. Autonomy of the subjects of good governance is necessary for needs of reducing costs of good governance and keeping stable and inevitable demand of taking responsibilities of the subjects of good governance. Autonomy of the subjects of good governance is also possible because of publicity of good governance, which is internal motive of autonomy; because of improvement and cultivation of the citizens' qualifications got in social practice of civil society, which is precondition and foundation of autonomy and because of mutual restrict and supervision between the governments the corporate and civil society, which is external objective restraints for the needs of autonomy. Autonomy of the subjects of good governance is realized mainly by supervision mechanics of social networks.Systems are the structural foundation and ultimate insurances, but the fundamentally of systems is the values,principles and regulations behind systems and how to realize,keep and obey them, which means system ethics (unity of ethics of system and system of ethics). System ethics establish the value of equality and freedom and the principle of justice (ethics of system) and safeguarding of constitution law and systems of the citizens' duties and responsibilities for good governance(system of ethics).The evaluation of performance of good governance is itself a final basical section and procedure of realization of good governance, and it must take account of not only utilitarian consequences, but also the ethical dimensions. The ethical evaluation of performance of good governance includes the subjects,index system and specific approaches.
