Culture is the soul of the race and the spiritual ties, which support the unity of the state and the national unification. The socialist culture with Chinese characteristics, planting in contemporary great fulfillment, is the symbol of the Chinese nation status, is the banner that unifies the people of the whole country and the ethnic Chinese of the world extensively and is a strong and big spiritual pillar which encourages the Chinese people of all nationalities to build great motherland and realize national revival. Therefore, it contains the very important theoretical and practical values to summarize historical experience and regulation of cultural civilization. Adopting the view of the theoretical and practical unification, of the historical, actual and logical unification and the macroscopic and microscopic unification, the thesis applies the analytical methods of dialectical materialism and historical materialism, goes deep into exploring and researching historical experience and basic regulation of the socialist cultural civilization with Chinese characteristics since reform and opening up so as to push our cultural civilization to develop healthily. During this period, the leadership of the second and third generation, based on the basic situation of the country for the socialist primary stage, summarize the historical experience of the cultural civilization and put forward the socialist spiritual civilization theories and the outline the target of the socialist cultural civilization with Chinese characteristics in order to make Chinese advanced culturekeep pace with the times.(2) Marxism, which decides socialist character and development direction of our cultural civilization, is the soul and guiding ideology of the socialist cultural civilization with Chinese characteristics. The kind of cultural orientation a political part follows and the kind of culture it promotes constitute the party' s ideological and spiritual banner. Our party is the party armed with Marxism and our country is the socialist country regarding Marxism as the guiding ideology, which decides that Marxism must guide our cultural civilization. The old ancestor cannot be discarded, and it is the basic guarantee for the healthy development of the socialist cultural civilization with Chinese characteristics. However, insisting Marxism as a guide is basically to insist scientific principle and spirit of Marxism, and to use developing Marxism to guide new practice. Meanwhile, it is important to handle correctly the relations between cultural monism and cultural dualism.(3) Cultural civilization is a practical progress that has a plan and purpose. At certain stage, it is aimed at actuality, namely it contains a definite goal and assignment. The socialist cultural civilization with Chinese characteristics upholds the ideological and ethnical qualities and scientific and cultural qualities of the whole nation, provides the motive power and support culturally and intellectually, rears citizens of one generation after generation which have the ideal, have the morals, have the culture and have the disciplinary adapting to the requests of socialist modernization and promote people to develop in all-round.(4) Cultural civilization is a great systematic project.
