The dissertation takes the party-government system in earlier stages of Xunzheng as the object of study ,which is aimed at grasping the inherent features and regular patterns of party-government system and its' operating mechanism. The dissertation based on the theory of Maxist historical materialism has initiated the key concept of "Party-government System" and regarded Kuomintang political party system and party-government operating mechanism as an importment part of party-government system. Party-government system means that the integral concrete systems and codes of behaviours of party and government 昪enter on party and government organizations, namely concrete systems and codes on organization form, dividing jurisdiction and ways of work by which party and government machines operate , for example, the systems of leadship of party and government, the systems of central and local party and government, the systems of policy making procedure and so on.Party-government system in earlier stages of Xunzheng dated back to the party-government system in Guangzhou and Wuhan period.The systems on the structures of party andgovernment and its operation laid a foundation for party-govrenment system established in earlier Xunzheng, but the latter is an abnormal party-govrenment system. Based on my analysis the horizontal and vertical structures of party and government power, possesses three primary features:firstly, the local party-government system is different from central party-government system. The central party-government system is an organic whole and at the local level party and government are virtually independent. However,the contradictions and disputes occurred frequently because local party organizations are weak and paralysed and local government are aggressive. Finally, the local party and government develops to an organic whole;Secondly, Kuomintang controls the central legislative body, executive branch, judicial branch,public-servant recruiting branch, supervise branch and so on, but it can not control local government ;Thirdly, Kuomintang depends on army to rule. Party and army are an organic whole. Party members in army total 60% of the whole. This shows on one hand realistic party-government system is different from ideal party-government system. On the other hand, Kuomintang' s party-government system is a weak party-government system, or a weak one-party dictatorship. Moreover, the source of party funds mainly dependon financial allocation, which poses a problem of party-government system. The central party funds is sufficient and the local party funds is extremely inadequate. In methodology, the dissertation takes methods of document collection, systems approach and methods of subject action, normative along with positivism analysis, case study and so on.The dissertation comes to the conclusions that Sun Yat-sen imports the party-government system of the communist party of the Soviet Union because party politics can not be put into practice in China. This is a historical selection and a inevitable outcome of historical development. However, as far as form is concerned, there has been little change in the party-government system since Nanjing Nationality Government of China was established. As far as substance is concerned, there has been a dramatic change. It is a rule-by-party government system. Under one-party system, governments, people's organizations, opinion controlling and so on have pronounced politic colour.The horizontal and vertical structures of party and government power, the style of in power and the legal origination of power of party-government system in earlier stages of Xunzheng are different from party-government system in one ruled by people. It has the features of dictatorship andselfishness. The party-government system in the earlier stages of Xunzheng develop to wartime system of a high degree of concentration in Anti-Japanese war period.
