The investors are of all kinds. According to this reality and trend, make the laws and regulations on investing and gathering the capital. For the capital from the different respects, some prescript such as the ways of management, the structures of stock ownership and so on, should be made. At the same time,some favourable policies ought to be made to be the systems.The cultural changes from the unindustrial social activities to industrialism make the culture become a kind of economic resource,which is an important characteristic of the advance of modern society.
