The conceptual and theoretical studies of culture industry has emerged as a new topic that is yet to be addressed with the advancing of the human society in the near half of the century. When time brings us to the dawn of the 21st century, 'Global Sunrising Industry', 'Mainstay Industry', these terms have been frequently employed by the academia to showcase the invincible developing trend of the culture industry. Being not only the hot spot of studies both at home and abroad, the advancement of culture industry is already one of the prominent measurements of modern civilization in a nation or a region.Hence, not only the developed countries but also the developing ones are putting culture industry on priority as a new economic growth force.The Japanese culture industry enjoys a leading position in the global range. In the past two decades, the present and previous Japanese governments have regarded the development of culture industry as one of the basic state policies. In the 1990s, the Japanese Culture Policy Promoting Conference has issued report ' New Cultural Basement of Nation: Strategies on Culture revitalization', in which culture as one of the foundations of national strategies has been explicitly stipulated. While the government provides the policy supports, the academic institutes, on the other hand, are being informative with market forecast and development analysis. Therefore, the culture-related enterprises seek progresses through co-operations with governmental and institutional bodies. In recent years, the Japanese culture industry has achieved systematically, its influence stretches from literature and arts, film and radio, press and publications, to entertainment and recreation, sports, education, tourism as well as technology and religion. Since scale effects and chain effects are constantly applied by the 'Greater Culture', Japanese culture industry has been the second pillar industry in the national economy coming after manufacture.While the Chinese booming economy turns heads of the world, the Chinese soft power marked by exports of cultural products is out of match. In a long-run period of time, Our acknowledgements on the significance of culture industry were hindered, and actions were not promptly taken. However, the 30 years of open-up has equipped China with a rapidly progressive culture industry at the advent of 21st century. We have been witnessing the importance of culture industry being vigorously addressed: the first use of term culture industry in the report of National People's Congress in the year of 2002, the call-on of social cultural prosperity by the President Hu Jintao on the 17th Communist Party Congress, these facts and others have indicated the arrival of a new era of culture development in China.Many examples have taught us that the boom of culture industry is associated with the economic strength of a city, thus major international metropolises are casting enormous efforts in the culture industry. Shanghai, having always been the frontier of Chinese economy since the very beginning of open-up and reform, with the eagerness of becoming a modern giant metropolis and hub of international culture communications, has particular necessities and demands to enhance its comprehensive strength through developing its culture industry.Targeting at setting Shanghai as the flagship of Chinese culture industry, this article discusses various issues and problems in Shanghai culture industry by comparisons with Japanese experience. With Olympics Games and World Expo 2010 taking places in China, Shanghai is reassessing its cultural development strategy, and re-orienting itself by the market force. Only through supporting leading enterprises, cultivating well-known cultural brands and influential consortium may this target be achieved.
