The third plenary session of the 16th Central Committee of CPC firstly put forward scientific development concept with the people-oriented, comprehensive, coordinated and sustainable development of the economy and society. This is the great strategic thought put forward by new central committee that Hu Jintao is the general secretary under the guidance of Deng Xiaoping Theory setting from the whole cause of party and nation in the new age and stage. As the basic-development idea, the people-oriented is the value orientation of socialism with Chinese characteristics and fundamental guidance to which we must adhere firmly.As for it is short that the scientific development concept is put forward and the people-oriented is bestowed new meanings, the knowing for the people-oriented is not united, even there are some misunderstandings for the people-oriented. This article will further tap the source of thoughts, state the scientific connotation, analyse vague knowing relating to it, approach the concrete ways to realize and summarize great significance of the people-oriented at the angle of development. And the article takes ways of the unification of historical inspection and logical analysis, subject and object, science and value, as well analysis and synthesis as. In detail, the promotion and innovation of this article to the issue are mainly the followings: Firstly, this article searches for sources of thoughts beyond the traditional field of vision.About the sources of people-oriented thought, the scholars mainly focus on the China's traditional people-foundation thought, western humanism and Marx's people-thought but seldom pay attention people-thoughts existing in the western developing theory. In fact, there are some excellent achievements in the modern western developing theories, such as Schulzinger's human-capital theory,the attention to and emphasis on people of Perroux's new development concept and Amartya Sen's ideas looking development as freedom, which promote the renewals and changes of modern western developing theory and are also the important sources of people-oriented thought.
