On The Gap Between The Rich And The Poor And The Government Control

The problem of the gap between the rich and the poor and the government control is a focus that the academic circle recently paid close attention to. At the core of it and at the time point of Xihan, this paper comprises three general parts. The first part is the preface which describes the concepts and theories of the gap between the rich and the poor, the split-up between the rich and the poor, the government control, the social security, and comprises a literature review of past works in it, and argues that there is no appearance of the really suit researches in spite of many papers and monographs on it.The second part, including Chapter 1,2 and 3, analyses the situations of the gap between the rich and the poor in Xihan society. There was a gap between the rich and the poor in class, profession, and region, which expressed in three ways: the wealth accumulation, income and the living level. According to the division of the people into the rich, mediate and poor stratum, this part describes the gap in above three ways in a quantitative analysis, arguing that the gap among the Four People began from the times of the Spring and Autumn and the Warring States, and reaching to the Xihan, it not only was not narrowed, but also appeared an increasingly broadening trend, that is, when the poor become rich, farmer is less than craftsman, craftsman is less than merchant, embroider is less than retailer, merchant is less than bureaucrat. The economic reasons resulted in the gap are these factors, mainly their self nature, the burden of taxes and corvée, the ruling policies, the producing period, supply-demand and profit, the technique level and the product price. The Chinese economic regions were forming in the times of Spring and Autumn and of Emperor Hanwudi. It led to an economicly unbalanced development that due to the variety of the natural conditions such as topography, hydrology, climate etc. and the difference of the resource entitlement, there appeared an obvious difference in the model of production and the economic growth rate from all over the empire.The third part is the special research on the gap between the rich and the poor and the government control. This paper holds that a fit gap between the rich and the poor is a propeller to the social progress, and an excessive gap between them should do great harm to the feudal rule.
