Problems of agriculture, rural areas and peasant are basic problems in the process of China's modernization. In the early days of new China, the Communist Party of China attached great importance to the problems of agriculture and rural areas, concerned about people's livelihood, adopted a series of policy and measures to solve the problems of agriculture, rural areas and peasant, changed the system of relation of production one after another, carried out land reform and co-operative movement, simultaneously implemented a series of specific agricultural policy and measures, thence advancing a preliminary settlement of the problems of agriculture, rural areas and peasant. This thesis takes Qiandongnan region for example, specifically studies the process, gains and losses that the Party and the People's Government solved the problems of agriculture, rural areas and peasant in the early days of new China, and discussed social change of rural areas after the preliminary settlement of the problems of agriculture, rural areas and peasant, which focuses on the formation of new ethnic relation, change of the political superstructure, the formation of good social atmosphere, change of material production and lifestyle etc. Settlement of problems of agriculture, rural areas and peasant promoted the social change in Qiandongnan region; on the other hand, social change of rural areas also played a positive role on promoting settlement of problems of agriculture, rural areas and peasant, they completed each other and promoted each other. But in the early days of new China, settlement of the problems of agriculture, rural areas and peasant and rural social change was carried out in the context of the revolution, Party and the People's Government canied out revolution and construction through mass movement. Practice has proved that on the way to take a mass movement for political struggle and economic change, in the long run, it was impossible to fundamentally solve the problems of rural areas, agriculture and peasant. In the early days of new China the practice of solving the problems of rural areas, agriculture and peasant and rural social change in Qiandongnan region set an example for today China's new rural development theory and practice of exploration, provided a reference.
