Levying Agricultural Tax Under The New Regime In The Early Days Of Foundation In Shanghai Rural Areas (1949-1953)

In May 1949, Shanghai was liberated. In order to maintaining the new regime and keeping the military supplies to continue Southern War, CCP started to Levying agricultural tax in Shanghai rural areas after the new regime is stabling.Shanghai has little agricultural production while has extremely complex rural economy and huge food consumption. Therefore, one of the primary tasks for the new regime is to get food. However, Shanghai's liberation is relying on military conquest from outsider armies, so rural society was generally lacking baptism of revolution. The new regime there also lacking solid mass and organizational basis. To Levying agricultural tax in the Shanghai rural areas are encountered great resistance. Especially from 1949 to 1953, the Levying agricultural tax was directly linked with food shortage of million people's need. Thus, with strong pressure to complete the task, detachments were going to countryside to requisition grains, they all have rigid requirement that must be reach. This is very easy to create confrontation. As the special land status there, land ownership is split to tin bottom right and field surface right. But the new regime didn't familiar with entire situation, causes the division of the class do not match their own identity and makes lots of upgrade. And the continuous famine makes the food production reduced repeatedly. Plus less cadres, important and urgent task, ambiguous requisition policy, crude manners, and unbalanced phenomenon are very serious. Superposition of many factors, causes the burden of every class's rate all exceed the appropriate level. All major parties in rural community are in such a situation:Landlord-the burden is heavy, even hand over all income are still not enough to pay the agricultural tax, their alarmed; Farmers-the burden also not light, the amount of agricultural tax is much more than previous years, their disgruntled. But in order to complete requisitions task, detachments had to force command, fucks spaces. These approaches are occurs in Shanghai rural areas, even increased, and enviably arbitrary arresting, arbitrary killing of confusion took place. Once created the tension between new regime and the farmers, and to some extent, affect the political power building of grass-roots in Shanghai areas.
