The object of this study from this article is the changing process of two grades of administrative divisions of Qin dynasty in aspect of establishing and area. In this article, it uses the excavation of fengni and bamboos of Qin which is discovered recently, and it is also based on some traditional historical documents, such as Shiji,Hanshu. The content of it can be devided into the following aspects:1,It summarizes the researching ways that the ancestors had used on the study of administrative divisions of Qin dynasty, and points out the shortcomings and affirms that 36 counties of Qin is the administrative divisions from the beginning of the Unified Qin dynasty.2,It bases on the documents which are handed down for generations, by making full use of archaeological excavation, it restores the names of the 36 counties in the time of the 26th year of Qinshihuang, it uses the bamboos of the early of Han dynasty that was unearthed in recent years to restore the jurisdiction over the territory of every County of qin. It also does the research on merged counties before the Qin' s union. It does textual research on the county which came into being after the Qin' s union, it also leaves a few undefined counties open for the next coming archaeologists to confirm.3,By making good use of the unearthed documents from qin dynasty and early Han, it confirms over 300 counties of qin, therefore, it sets up the national hierarchy of shires and counties of administrative divisions of Qin.4,In the end, it sums up the the regular evolving pattern of administrative divisions of qin dynasty.
