The paper focused on the development of the north-eastern Fujian from the mid-8th century to the mid-18th, mainly with the analysis on the relationship between the "regional exploitation" and the "district setting". Although the period this paper supposes to examine is from the mid-8th century to the mid-18th century, it doesn't mean that the author intends to be engaged upon a general investigation into the development of the north-eastern region of Fujian. On the contrary, the paper tries to reveal the aspects such as the phase character of the region's socio-economic development, and the integrative process of this development in the thousand-year-long period of time.As for the above aspects, the author will take the establishment of Xian(县)in the history of north-eastern Fujian as a clue. Through the elucidation of historical background and regional characteristics, the paper tries to examine the three phases individually:first, as an initial impetus of exploitation, the successive establishment of Changxi(长溪)and Gutian(古田)in the 8th century made for the development of the north-eastern Fujian from the directions of eastern seashores and western mountainous areas respectively, which in turn served as a fundamental mutual influencing pattern of this region's development, primarily embodying in the establishment of Ningde (宁德) and Fu'an(福安)along the coastal foothills; second, from the beginning of the 15th century, the montane commercial production represented by the silver mine gradually replaced the agricultural exploitation based on the foodstuff production in the last phase. Under the mutual influence of the "mercentilism" and "shortage of foodstuff' as well as the government and bandits, the development in the north-eastern Fujian underwent a turbulent twists and turns from the mountainous to the coastal areas. In this process, the highlands received a primary exploitation, the establishment of Shouning(寿宁)can be seen as an example; third, since the 16th and 17th century, because of the perennial threat and challenge from the sea, the government implemented a series of regional adjustment, which objectively urged the incorporating of inland countries and coastal plains into a single zone in the local ministerial institution--the new established Funing Fu(福宁府)comprised two new county, Xiapu(霞浦)and Fuding(福鼎),as well as a converted Shouning(寿宁) formerly belonging to Jianning Fu(建宁府)Through the above grading discussion, in linking the three phases together, the author tries to take the natural association between the mountane and coastal economic as a intrinsic skeleton in the regional developing integration. In the detailed investigation into the individual phase, the author tries to reveal the impact of natural environment, social economic and historical culture on the regional integration of the north-eastern Fujian, as well as the significance of them.
