As it's of vital importance for the historical research of Ming Dynasty is that the bilateral relations between the Ming Empire and Mongolian District, this article reviews the construction and development of Mongolian Strategy during the reign of the Emperor Hong-wu to the Xuan-de; furthermore, it explores its reason and results in following two aspects:the minority policies and military struggles between two sides.There are three chapters in this article as follows:Ch.â… . Based on the reviews of the development Mongolian strategy, the author analyzes the three different periods of Mongolian policies since the establishment of the Ming Dynasty in 1368, which includes passive avoidance, banishment by force, and active defense accompanied by the destruction of the Yuan Dynasty gradually. The Emperor Hong-wu, the founder of Ming Empire had planned and constructed early defensive system of its northern frontier.Ch.â…¡. Summarized the readjustment of Mongolian policy during the reign of Emporor Jian-wen to Yong-le, the author presents that the bilateral relations had gradually normalizes, which promoted by the frontier trades and friendly exchanges. Despite the armed conflicts happened occasionally, it has been finally restored the tributary relations between central government and Mongolian during the reign of Emperor Yong-le, the three emperor of Ming Dynasty. The traditional minority policy he carried out which named "Temper Justice with Mercy" for two rival Mongolian tribes, Da-da and Wa-la, has broken the previous deadlock, which was of abnormal, long-draw-out state of tension and mutual confrontation and seclusion.Ch.â…¢. It had been completely transformed the Mongolian strategy which from the forced conquest to peaceful diplomatic policy during the reign of next two emperors Hong-xi and Xuan-de. Therefore, the author gets final conclusion that the defensive system of northern frontier had been finally stabilized, owing to the Mongolian tribute institution had normalized by the ruler's will of Ming Dynasty. However, the author also emphasizes that its balance would be definitely changed along with the battle of each comprehensive power between the Ming Empire and Mongolian district afterwards.
