The Research On The Promotion Of Contemporary Chinese Governmental Credibility Based On The Governmental Performance Evaluation

The 16th Congress of Chinese Communist Party proposed clearly"To improve the social credit system of the contemporary market economy". The report of the 17th Congress of Chinese Communist Party stressed the point again. In order to achieve the goal of establishing a government under the rule of law, it was emphasized to develop the administration confirming with the laws comprehensively and enhance the power of implementation and the governmental credibility constantly in the State Council routine conference on June 23, 2010. Premier Wen Jiabao said, when he communicated with the friends online on February 27, 2011:"Now there are top two aspects, which are affecting the progress of our entire society:one is the integrity of the society; the other is the governmental credibility. When these two things are settled, our country will forge ahead a magnificent step."The dissertation takes the new public management movement of western countries and the promotion of Chinese governmental credibility as the macroscopical background. This dissertation has studied the topic of the construction and with the evaluation theory on governments on the basis of learning from the evaluation experience and the research achievements both on practice and theories in western countries . The research mainly focus on the following questions: Firstly, what is the value and standard of the construction of Chinese government credibility, and difficulties we've encountered during the constructive process? Secondly, why do the strategies of the governmental performance evaluation match the credibility construction of Chinese government? Thirdly, what instinctive characteristics of the structure should be with the evaluation system? How can we improve the Chinese governmental credibility from the view of the governmental performance improvement?The dissertation mainly embodies the following aspects focusing on the above-mentioned questions:1,having explained the basic theories of the governmental credibility and governmental performance evaluation, which includes the basic connotation of governmental credibility and governmental performance evaluation and the relationship between the strategies of governmental performance evaluation and the credibility construction of Chinese government. 2,having stated the standard of the contemporary Chinese governmental credibility construction and the difficult situation of the contemporary Chinese governmental credibility construction, mainly dissertated the value of the contemporary Chinese governmental credibility construction, the standard of the contemporary Chinese governmental credibility construction and the difficult situation of the contemporary Chinese governmental credibility construction. 3,having dissertated the conjunction of the governmental performance evaluation strategies and the contemporary Chinese governmental credibility construction, mainly reflecting on the conjunction of these three aspects: value orientation, theory logic, practice operation . 4,having a systemic analyses on the systemic construction of contemporary Chinese governmental credibility evaluation and introduced the strategies of contemporary Chinese governmental credibility promotion. 5,having committed an empirical study of contemporary Chinese governmental credibility promotion according to the practical case of Yueyang County in Hunan Province, which analyzed the promotion to governmental credibility construction resulting from the performance evaluation.The conclusions and innovations of this article lie in: it points out the urgency to build the government credibility. The governmental performance evaluation plays great role in promoting the constructs of the contemporary Chinese government. The governmental credibility evaluation system is an organic system which is composed in the body, the target, the process and the arrangements of some legislation related to these aspects. The construction of contemporary Chinese governmental credibility is promoted by the way of improving the governmental performance, which is achieved through these aspects, such as reforming in thinking, the adjustment of the policies and regulations, improving the management structure, the strengthening public information.
