In recent years, NGOs have gained more space to develop, in undertaking the functionstransferred by the government. Now they are playing an increasingly significant role andbecoming indispensable in people's social life, with the gradual improvement of China'ssocialist market economic system, and the transformation of government functions, as well asthe establishment social governance objectives "efficient administration and mass society"model. However, the development of China's NGOs are deterred by many negative factorssuch as too many government restrictions, lack of independence of personnel supervision andfund management, imperfect mechanism which have great adverse impact on achievingNGO's self-worth in social life .The performance evaluation of NGOs is of great necessarywith the impact of the world spread assess and problems of NGOs. But the performanceevaluation of NGOs is affected by many factors theoretically and practically. Therefore,establish the suitable theoretical basis, build the framework of evaluation of NGOs which canbe adopted in China and seek the resolution of the impact on evaluation of NGOs become theprimary issues of NGOs evaluation in China. The article analyses those factors that have animpact on NGOs evaluation and finally points out the resolutions for it on the basis ofanalysis of the status quo of China's NGOs and the evaluation of them, with examples andfigures related to the "hardware" of evaluation and the "software" of framework of NGOs.Then it offers a useful exploration on carrying out the value of evaluation of NGOs in China.
